Abstract
The general objective of the Health Sector Policy of the Government of Rwanda (GdR) is to achieve universal access to quality health services for all Rwandans. The priorities set by the Health Sector Policy are based on the development objectives expressed in the Economic Development and Poverty Reduction Strategy and Vision Rwanda 2020. The Mutual Health Insurance and the Community-Based Health Insurance (CBHI) program have been developed to meet the health needs of Rwandans in the informal sector, where access and use of health care services have traditionally been poorly developed. The first pilots were implemented in 1999, and subsequently established as national policy in 2004, Rwanda has rapidly extended the CBHI program across the country. Enrollment has seen a growth of 91% of the target population to the years 2010-11. New enrollments have decreased in recent years, with an estimate in June 2015 of 75% coverage, among those who were eligible for the program. The program provides a strong public financial support (from GdR, development partners, and insurance providers) to enable the informal sector population to access essential health care benefits. The ambitious goal of Rwanda is a 100% coverage of the target population.
