Abstract
under contract AID-OAA-M-11-00026. The PCSC provides support to the USAID/Policy, Planning, and Learning Bureau (PPL) in strengthening key areas of the Program Cycle, including strategic planning, project design, performance monitoring, evaluation, and knowledge management. During the quarter from October 1 to December 31, 2013, the PCSC achieved significant milestones in supporting the PPL and USAID missions. One of the key achievements was the provision of mission support in the development of Country Development Cooperation Strategies (CDCS). The PCSC team reviewed CDCS material for Nigeria, Mozambique, Angola, and the Democratic Republic of Congo, and coordinated the approach developed with PPL to identify and support mission champions for strategic planning, project design, and knowledge management processes and products. The PCSC also delivered multi-faceted technical assistance to various USAID offices, including the Bureau for Economic Growth, Education and Environment (E3) Forestry and Biodiversity (FAB) office, the Office of Acquisition and Assistance (OAA), and the PPL Adaptive Management initiative. The PCSC helped develop an operational strategy for the E3 Office of Energy and Infrastructure to create a Results Framework, and reviewed and proposed edits to the E3 Global Climate Change (GCC) How-To Note related to integrating adaptation to climate change into project design. In addition, the PCSC supported PD training workshops, including the Africa Bureau PD Workshop, the Bureau for Food Security Workshop, the DLI Class #19 Workshop, the Bureau of Donor Engagement- Trilateral Cooperation Conference, the FSN conference, the Ethiopia PD Workshop, and the Albania PD Workshop. The PCSC delivered sessions on CDCS development, Project Appraisal Documents (PADs), Results Framework, and Evaluation, and provided feedback on posted PADs. The PCSC also supported the development of a one-page proposal for a "Transitional" PAD, which could focus on multi-mechanism management, coordination, portfolio alignment, and learning to meet the needs of USAID missions. The PCSC team summarized and synthesized the findings of CDCS After Action Reviews (AARs) and uploaded the results to ProgramNet for reviews for Morocco, Indonesia, Vietnam, and Nicaragua. The PCSC's achievements during the quarter demonstrate its commitment to supporting the PPL and USAID missions in strengthening key areas of the Program Cycle. The PCSC's technical assistance and support have contributed to the development of effective project designs, improved performance monitoring and evaluation, and enhanced knowledge management. The PCSC plans to continue its support to the PPL and USAID missions in the next quarter, focusing on mission and bureau support, program cycle tools and learning resources, and knowledge management. The PCSC will continue to provide technical assistance to various USAID offices, support PD training workshops, and develop and sustain program cycle tools and learning resources. The PCSC's FY 2014 (Year 3) Work Plan was submitted on October 30, 2013, and outlines the PCSC's plans and objectives for the next quarter. The PCSC will continue to work closely with the PPL and USAID missions to achieve its objectives and contribute to the success of the Program Cycle. The PCSC's quarterly progress report provides a comprehensive overview of its achievements and plans during the quarter. The report highlights the PCSC's commitment to supporting the PPL and USAID missions in strengthening key areas of the Program Cycle, and demonstrates its technical expertise and capacity to provide effective technical assistance.
