Abstract
foreign policy initiatives. Under this contract, Training Resources Group, Inc. (TRG) has assisted OTI by finding new ways to improve staff education, efficiency, and effectiveness to maximize overall organizational success in country programs. TRG's role for this IQC is to provide inputs and support in the areas of Monitoring and Evaluation (M&E), Professional Development and Training, Knowledge Management (KM), and Outreach. TRG leads a team of successful partners from the QED Group, LLC (QED), with expertise in M&E, KM, and Outreach; and Forum One, with expertise in web development and Information Technology (IT) applications for KM. Under the PDQ III IQC, TRG and partners have implemented and completed numerous activities under the following Task Orders: Task Order 1: OTI Yemen Strategy Review Session (SRS); Task Order 2: Short-term Facilitation and Training; Task Order 6: Digital Media Support; Task Order 7: Tunisia Transition Initiative (TTI) Final Evaluation; Task Order 8: Cote d'Ivoire Transition Initiative (CITI) Final Evaluation; Task Order 9: Facilitation and Training; Task Order 12: Digital Media Support; and Task Order 13: Facilitation and Training. TRG was awarded with Task Order 13 in July 2017 to fulfill OTI's facilitation and training needs in DC and in the field. In this period, TRG began ten activities under the new task order. TRG also continues providing digital media and related technical support services under Task Order 12, which began on October 1, 2015, and currently has three on-going activities, one of which began in this period. The PDQ III IQC BIANNUAL REPORT highlights several key activities and outcomes. Task Order 12: Digital Media and Tech Support includes Activity 10: Go-To-Webinar Support, which provided a one-year subscription to GoToWebinar for OTI to use in training, collaboration, and discussions with users around the world. No significant problems were encountered, and no remedial actions are proposed. Task Order 13: Facilitation and Training includes Activity 1: Coaching and Facilitation, which provided executive coaching and facilitation-specific coaching to OTI staff. The coaching team provided executive coaching to eleven OTI coaching clients during this period, including five new clients between January 8, 2018, and March 31, 2018. The scope of coaching has expanded to support performance management. Coaching clients were supported in developing emotional intelligence skills, providing effective performance feedback, clarifying roles and responsibilities, managing competing priorities and deadlines, and general strengthening of leadership and supervisory skills. The Niger SRS occurred in November 2017 in Niamey, Niger, and brought together nearly one hundred participants, including the staff of the Niger Community Cohesion Initiative (NCCI) team, representatives from IOM and OTI in Washington, DC, the OTI Regional Advisor, and three OTI Regional Program Officers. The event was facilitated by a three-person team consisting of one TRG facilitator and two OTI co-facilitators. The SRS successfully accomplished its objectives, including recognizing the successes and sharing the lessons learned of the past year, reinforcing and refreshing aspects of OTI 101, sharing current Niger and regional context analysis and updates among the three regional NCCI offices, working plan for the next three to six months, and team building and reconnect with Niamey and Washington, DC colleagues. The Syria Regional Program II (SRP II) SRS occurred in October 2017 in Istanbul, Turkey, and brought together 65 members of the SRP II team. The objectives of the SRS were to articulate current facts and proposed plans for the future of SRP, create space and opportunity for SRP staff to acknowledge their own response to uncertainty and change, identify SRP achievements, lessons learned, and future programmatic opportunities, and review and synchronize operational close-out plan details. At the post-SRS debrief, there was broad agreement among the SMT and 4Cs that the SRS accomplished its objectives. The OTI Activity Database has become the cornerstone of all OTI programs. To build this capability, OTI partnered with TRG to conduct a series of focus groups and individual interviews to identify user needs and desired functionality to expand the Activity Database to include program-level data. TRG consultants worked closely with OTI to gather information and provide recommendations for the expansion of the Activity Database.
