Abstract
The program's objective is to develop a route of intervention for payment for environmental services (PES) in the department of Caquetá. The program was led by Ivonne Otero-Durán and was contracted through the C&G-G-233 agreement. The department of Caquetá is located in the Amazonas region of Colombia. The department's bio-physical dimension is characterized by a diverse range of ecosystems, including tropical rainforests, savannas, and cloud forests. The department's hydrography is marked by the presence of several major rivers, including the Caquetá River, which flows into the Amazon River. The department's soils are primarily composed of clay and silt, with some areas of sandy soils. The department's sociocultural dimension is characterized by a complex history of colonization, migration, and conflict. The department is home to several indigenous communities, including the Ticuna, Waikas, and Siona. These communities have developed their own systems of governance and land use, which are often in conflict with the interests of external actors. The department is also home to several Afro-Colombian communities, who have been displaced from their ancestral lands due to conflict and violence. The department's economic dimension is characterized by a strong presence of agriculture, particularly coca cultivation. The department is also home to several mining and logging operations, which have had a significant impact on the environment and local communities. The department's economic development is also influenced by the presence of several national parks and protected areas, which provide opportunities for ecotourism and sustainable development. The department's institutional dimension is characterized by a complex system of governance, with multiple actors and institutions involved in decision-making and policy implementation. The department has a number of institutions responsible for environmental management and conservation, including the Caquetá Departmental Government, the Amazonas Regional Government, and the Colombian Ministry of Environment and Sustainable Development. The program's analysis of the department's situation has identified several opportunities for intervention, including the development of PES programs, the promotion of sustainable agriculture and forestry practices, and the support for indigenous and Afro-Colombian communities. The program has also identified several challenges, including the need to address conflict and violence, to improve governance and institutional capacity, and to promote economic development that is sustainable and equitable. The program's recommendations for a route of intervention include the development of a PES program that targets the conservation of water resources, the promotion of sustainable agriculture and forestry practices, and the support for indigenous and Afro-Colombian communities. The program also recommends the establishment of a governance structure that brings together multiple actors and institutions, including the Caquetá Departmental Government, the Amazonas Regional Government, and the Colombian Ministry of Environment and Sustainable Development. The program's methodology for developing the proposal for sustainable systems in farms includes a participatory approach that involves local communities, farmers, and other stakeholders. The program also recommends the use of a systems approach that takes into account the social, economic, and environmental dimensions of sustainable development. The program's findings and recommendations are based on a thorough analysis of the department's situation, including a review of existing literature, data, and policy documents. The program's methodology is grounded in a participatory approach that involves local communities, farmers, and other stakeholders. The program's recommendations are designed to promote sustainable development, conservation, and governance in the department of Caquetá.
