Abstract
The program focuses on education, health, and water and sanitation (WatSan) sectors. As of June 2012, the program has made significant progress in various districts, including Swat, Dir Lower, Dir Upper, and Buner. In the education sector, a total of 79 schools have been tendered in Swat District, with work orders issued for 76 schools. However, 14 schools have been completed, and work has not yet started on one school due to pending dismantling of the old building. In Dir Lower District, 20 schools have been tendered, with work orders issued for 19 schools. In Dir Upper District, 5 schools have been tendered, with work orders issued for 1 school. In Buner District, 13 schools have been tendered, with work underway on 10 schools. In the WatSan sector, the program has focused on rehabilitating and upgrading existing infrastructure. In Swat District, all 38 pumping units are functional, and 14 electric transformers are proposed to be upgraded to 100KVA. Procurement of 29 voltage regulators is also recommended to ensure smooth drinking water supply to the community. Survey works for rehabilitation of 6 DWSS are in progress. In the health sector, the program aims to rebuild 5 fully damaged Basic Health Units (BHUs) in Buner and Swat. Work on 3 BHUs in Swat has been initiated, while work on one BHU each in Swat and Buner is yet to start. Soil bearing capacity test for BHU Chongai in Swat has not yet been done. The program has also received funding from other donors, including UN Habitat, Qatar Charity, IDEA, NRC, and the Norwegian Refugee Council. The progress of these projects varies, with some schools completed, while others are still under construction. In terms of milestones, a total of 561 milestones in 98 schools have been completed and recommended to USAID for payment to PaRRSA. The cumulative disbursement of milestones stands at US$ 8.79 M, while the total accruals are about US$ 10.82 M. An amount of US$ 0.276 M has been paid to PaRRSA for the proposed health facilities, and an amount of US$ 7.046 M has been certified for reimbursement to PaRRSA for the Munda Headworks project. The consultants' activities in the reporting period have focused on quality control and assurance, with regular site monitoring and inspection reports submitted to the program management unit. The consultants have also conducted field and laboratory testing protocols to ensure the quality of the work being done.
