Abstract
The program focuses on education, health, water and sanitation, and road infrastructure. Schools are a key component of the KP-RP, with a total of 127 schools targeted for rehabilitation or reconstruction. As of August 2012, 79 schools in Swat District have been tendered, with work orders issued for 78 schools. Work is underway on 62 schools, with 16 schools completed and handed over to the Education Department. However, work has stopped at GGHSS Manglawar due to a landslide, and the contractor of GGPS Kass Khas has started work without a work order. In Dir Lower District, 20 schools have been tendered, with work orders issued for 19 schools. Work is underway on 13 schools, with 6 schools completed and handed over to the Education Department. In Dir Upper District, 5 schools have been tendered, with work orders issued for 2 schools. However, work has not started on 3 schools due to various reasons. Water and Sanitation (WatSan) schemes are also a key component of the KP-RP. In Buner District, a PIL (Public Interest Letter) has been issued for 13 Drinking Water Supply Schemes. However, comments have been made by USAID Islamabad on the status of aquifer data, which have been investigated and sent to USAID. In Swat District, 6 Drinking Water Supply Schemes have been proposed for implementation or rehabilitation to cater for the safe drinking water needs of the communities. Health facilities are another key component of the KP-RP. A total of 5 health facilities are targeted for rehabilitation or reconstruction. Work is underway on 3 BHUs (Basic Health Units) in Swat, while work on BHU Topi in Buner has been halted by the contractor for unknown reasons. Road and bridge infrastructure is also being rebuilt and rehabilitated under the KP-RP. Work is underway on the protection works of the existing road and cutting/earthwork for the new alignment of Kot-Barang road in Swat District. However, work on the bridge cannot be initiated yet due to high flood perennial flow. Other donors and the Government of Pakistan (GOP) are also funding sub-projects under the KP-RP. NGOs such as UN Habitat, Qatar Charity, and NRC are implementing sub-projects, including the rehabilitation of schools and health facilities. However, some of these sub-projects are facing challenges, including poor workmanship and lack of supervision. The KP-RP is a complex and challenging program, with multiple stakeholders and components. However, progress is being made, with many schools, health facilities, and WatSan schemes being rehabilitated or reconstructed.
