Abstract
The program focuses on education, health, water and sanitation, and road infrastructure. Schools are a key component of the KP-RP, with a total of 127 schools targeted for reconstruction or rehabilitation. As of September 2012, 79 schools in Swat District have been tendered, with work orders issued for 78 schools. Work is underway on 62 schools, while 16 schools have been completed and handed over to the Education Department. In Dir Lower District, 20 schools have been tendered, with work orders issued for 19 schools. Work is underway on 13 schools, while 6 schools have been completed and handed over to the Education Department. Water and Sanitation (WatSan) schemes are also a priority under the KP-RP. In Buner District, 13 drinking water supply schemes have been proposed for implementation or rehabilitation, with survey work completed and design underway. In Swat District, 6 drinking water supply schemes have been proposed for implementation or rehabilitation, with survey work completed and design underway. Health facilities are another key component of the KP-RP, with a target of 5 health facilities to be rebuilt or rehabilitated. Work is underway on 3 Basic Health Units (BHUs) in Swat, while dismantling of the existing building at BHU Chungai Shamozai has not been completed. Work on BHU Topi at District Buner has been halted by the contractor for unknown reasons. Road and bridge infrastructure is also being rebuilt or rehabilitated under the KP-RP. Work is underway on the protection works of the existing road and cutting/earthwork for the new alignment of Kot-Barang road in Swat District. Work may be initiated on the bridge shortly as the level of perennial flow has subsided considerably. In addition to USAID-funded projects, other donors and the Government of Pakistan (GOP) are also contributing to the KP-RP. NGOs such as UN Habitat, Qatar Charity, and IDEA are implementing sub-projects under the program, with some schools already completed and handed over to the Education Department. However, some sub-projects are experiencing delays or quality control issues, with contractors failing to comply with project requirements or notify AGES staff of their activities in a timely manner. The CM Package, a component of the KP-RP, involves the reconstruction of Excelsior College Swat and Sangota Public School. The project has been awarded to 6 different contractors, with work orders issued for 5 contracts. Work is underway on 4 contracts, while the contractor of the 5th contract has not yet started work.
