Abstract
Outdated tax regulations and lacking procedures for persuasive tax collection further contributed to the issue. CIMIENTOS, a promoter of tax awareness, implemented a campaign to enhance citizen understanding of local taxes and the legal framework governing them. This initiative improved citizens' disposition to oversee public resource management and increased fiscal transparency in municipal governments, ultimately generating confidence in public monies management. A survey conducted by CIMIENTOS on citizen attitudes towards non-tax compliance revealed that citizens associate public servants with the misuse of government funds, which discourages them from paying taxes. In response, CIMIENTOS targeted the campaign towards promoting a change in citizens' perspectives towards government officials. Workshops were held to explain the various areas where government revenues are spent, including healthcare and education. Citizens were also informed about their fiscal responsibilities by law, which affects them individually and society as a whole. The campaign's objectives included promoting tax awareness and specific public fund spend among citizens to increase confidence in government and municipal revenues for social investments. In Valledupar, citizens participated in workshops to raise awareness about tax culture. The initiative aimed to address the root causes of low tax compliance and promote a culture of tax responsibility among citizens. CIMIENTOS' efforts focused on changing citizens' perceptions of government officials and increasing their understanding of the importance of tax compliance. By promoting fiscal transparency and accountability, the initiative aimed to improve municipal revenues and support much-needed social investments in the region.
