Abstract
Agency for International Development (USAID). The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems with a focus on family planning/reproductive health and its integration with HIV, maternal and child health, and primary healthcare. As of the end of the six-month reporting period (October 1, 2023–March 31, 2024), PROPEL Health is operating in 19 countries. The project has 31 core-funded activities (plus two pass-through activities), has secured 11 USAID Mission buy-ins, and is implementing core-funded activities in 11 countries. PROPEL Health has achieved a total of 212 results against the project's global indicators, 118 during the reporting period. During the six-month reporting period, PROPEL Health's finance and operations team focused on due diligence documentation and requests for approval of a subaward for new project partner Ariadne Labs and an amendment for the Reproductive Health Supplies Coalition. The project continued collecting Federal Funding Accountability and Transparency Act forms, which will be uploaded to the FSRS.gov Sub-Award Reporting System by Palladium's compliance team. PROPEL Health's cumulative grant and subaward amount through March 31, 2024, is 6 percent of total project spending. PROPEL Health provided technical support to the governments of Burkina Faso, El Salvador, Guatemala, Honduras, Kenya, Malawi, and West African countries to develop, revise, adopt, implement, and/or monitor 24 policies. These policies cover a range of health areas, including preparedness and response plans, health models, family planning guides, and social health insurance regulations. The project also supported the development of a comprehensive condom programming standard operating procedures in Malawi and a roadmap toward triple elimination of mother-to-child transmission of HIV, syphilis, and hepatitis B. PROPEL Health's spending from October 1, 2023–March 31, 2024, increased 41 percent compared to the previous six-month period. The project received an additional $7.5 million in funding from modifications 9 and 10, which brings the project's cumulative funding to $38.5 million, or 38.5 percent of its ceiling. During this reporting period, the project received its first field support funds from Togo. In-country local staff, which makes up three-quarters of all PROPEL Health staff, are increasing in numbers as new staff are being hired as gains in field support are achieved. The project has made significant progress in advancing resilient and equitable policies and systems, with a total of 24 policies developed or revised during the reporting period. These policies cover a range of health areas and are expected to have a positive impact on the enabling environment for equitable and sustainable health services, supplies, and delivery systems.
