Abstract
The competencies are designed to optimize the performance, productivity, and number of health workers, and to improve public sector leadership in health. The competencies are based on an in-depth literature review, review of existing job descriptions, and field visits to primary care centers. The document presents competencies for healthcare professionals working at the primary health care level, including core competencies that can be applied universally and position-specific competencies. The core competencies are organized into six domains that apply to all primary healthcare providers. These domains include professionalism, patient-centered care, and self-management support, among others. The competencies are designed to support good performance, clear performance expectations, and performance evaluations. The document also outlines the strategic vision for the future development of competencies at the primary health care level. This includes conducting an analysis of competencies for more job positions, evaluating the institutionalization of the first list of competencies, and assisting the Ministry of Health (MOH) in incorporating the use of competencies into the recruitment process. The proposed competencies will guide the development of job descriptions, performance evaluation tools, and professional education activities for 2016. The competencies will also inform adaptations of supervisory tools and be incorporated into management tools. The HRH2030 initiative aims to increase the competency, distribution, and number of health workers, and to improve public sector leadership in health. The proposed competencies are a critical step towards achieving this goal. The competencies for specific patient care depend on each cadre's qualifications and the qualifications of each cadre are presented separately.
