Abstract
The manual was made possible with the generous support of the people of the United States of America through the United States Agency for International Development (USAID). The content of the manual is the responsibility of FOPRIDEH and does not necessarily reflect the views of USAID or the government of the United States. The manual is designed to provide a framework for the administration of the municipal career administrative staff. It begins with a conceptual explanation of what capacity building is and what it is not, differentiating it from development. Capacity building is focused on operational aspects, while development is focused on strategic aspects. The manual identifies the reasons that justify the development of capacity building processes in institutions or entities such as the Alcaldía. It highlights the benefits of capacity building, including its utility for municipalities. The types of capacity building that can exist are also identified, with the aim of facilitating the appropriation of the manual by the administrator. The manual illustrates the process of managing capacity building, including detection of needs, design of the program and plan of capacity building, conduct of the program, and evaluation of the program. Finally, a set of formats are presented as annexes, which must be applied in the process of detecting needs, conducting the program, and evaluating the program. The manual is a satisfaction for the Alcaldía del Municipio de Níspero, Departamento de Santa Bárbara, the Secretaría Técnica de la Carrera Administrativa Municipal (SETCAM), the Asociación de Municipios de Honduras (AMHON), and the Federación de Organizaciones No Gubernamentales para el Desarrollo de Honduras (FOPRIDEH), as it allows the municipality to embark on processes aimed at consolidating the municipal career administrative staff. The manual will benefit a range of actors, including employees of the municipality, who will be motivated to improve their performance in their jobs. The Alcaldía de Níspero will also benefit, as having well-trained personnel will allow it to improve the attention given to citizens in terms of services and information, increasing the positive perception of the public with respect to the municipality, which can indirectly lead to an increase in collected taxes. The public that is served by the municipality will also benefit, as it will be able to receive services with greater agility, effectiveness, and satisfaction. The neighbors and citizens of the municipality will also benefit, as a more efficient municipality becomes an active agent of community development, expanding the benefits to the community. The region, department, and nation of Honduras will also benefit, as the improvement of productivity in work within municipalities will allow for a systemic improvement in competitiveness at the regional, departmental, and national levels, and will enable progress in sustainable human development. The manual is organized around the recognition of conceptual processes of capacity building, as well as the identification of needs for capacity building. It is based on the Diagnostic Municipal of Capacity Building and Development, which identified a set of needs for capacity building for municipal technical staff. The manual has as its reference framework the Municipalities Law (Government of the Republic of Honduras, 1990), the Law of the Municipal Career Administrative Staff (National Congress, 2010), and the Generic Manual of Organization and Functions (AMHON-SETCAM, 2014). The manual is designed to provide a framework for the administration of the municipal career administrative staff, and is intended to be a useful tool for the municipality in its efforts to improve the performance of its employees and provide better services to citizens.
