The Protecting Human Rights (PHR) Program is a five-year domestic violence prevention and protection program implemented by Plan International Bangladesh in six districts of Bangladesh.

Abstract
The program aims to reduce domestic violence and related human rights abuse incidents in the targeted areas. To achieve this goal, PHR works in partnership with the Bangladesh National Woman Lawyers' Association (BNWLA) and the International Center for Research on Women (ICRW). The program is designed around four Intermediate Results (IR) and five major program components. The four IRs are: 1. Key DV and HR Legislation and Policies Enforced 2. Increased use of Formal and Informal Justice Systems by Survivors 3. Increased Support Services to HR Abuse Survivors 4. Public Awareness on HR Issues Improved The five major program components are: 1. Advocacy of Legislative Reform and Enforcement to Reduce Domestic Violence 2. Capacity Building of Key Stakeholders Involved with Protection and Promotion of Human Rights 3. Increasing Access to Justice for Survivors of Human Rights Abuses 4. Providing Survivor Services for the Survival of Victims of Domestic Violence and HR Abuses 5. Building Mass Awareness and Implementing Educational Campaigns on Domestic Violence and Other Human Rights Abuses During the first quarter of Year 1, PHR held 23 meetings at the local level, reaching 816 participants (648 male and 168 female). Seven Upazila Human Rights Advocacy Forum (UHRAF) meetings were held, attended by 176 individuals (176 male and 37 female). The UHRAF meetings resulted in an expansion of community-level support for survivors of domestic violence. PHR has formed partnerships with local partners, including the Bangladesh National Woman Lawyers' Association (BNWLA) and the International Center for Research on Women (ICRW. The program has also contracted 11 local partners through sub-recipient grants to carry out specific tasks at the district, upazila, and union levels. The PHR program has stressed the importance of forming partnerships, alliances, and collaborative efforts to prevent, protect, and prosecute human rights abuses. The program aims to develop linkages between and among local and national government representatives, non-governmental organizations, civil society, and community leaders. The program has made significant progress in its mission to reduce domestic violence and related human rights abuses in Bangladesh. The program has reached a large number of participants, including 816 individuals, and has formed partnerships with local partners to carry out specific tasks at the district, upazila, and union levels. The PHR program has also made progress in its five major program components, including advocacy, capacity building, increasing access to justice, providing survivor services, and building mass awareness and implementing educational campaigns on domestic violence and other human rights abuses. The program has also made progress in its four IRs, including enforcing key DV and HR legislation and policies, increasing the use of formal and informal justice systems by survivors, increasing support services to HR abuse survivors, and improving public awareness on HR issues. Overall, the PHR program has made significant progress in its mission to reduce domestic violence and related human rights abuses in Bangladesh. The program has reached a large number of participants, formed partnerships with local partners, and made progress in its five major program components and four IRs. The PHR program has also made progress in its management, including management issues, lessons learned, and actions to be taken.
