The Protecting Human Rights (PHR) Program is a domestic violence prevention and protection program implemented by Plan International Bangladesh, with the support of the USAID.

Abstract
The program focuses on 102 unions and eight upazilas of six districts in Bangladesh, including Barguna, Bogra, Chittagong, Dinajpur, Jessore, and Sylhet. The aim of the program is to reduce domestic violence and related human rights abuses. The PHR program is designed around four Intermediate Results (IRs): IR 1, which involves enforcing key domestic violence and human rights legislation and policies; IR 2, which focuses on increasing the use of formal and informal justice systems by survivors of human rights abuses; IR 3, which provides support services to survivors of human rights abuses; and IR 4, which aims to improve public awareness on human rights issues. To achieve its goal, the PHR program is implemented through five major components: advocacy for law reform and enforcement to reduce domestic violence; capacity building of key stakeholders involved with the protection and promotion of human rights; increasing access to justice for survivors of human rights abuses; providing survivor services for the needs of survivors of domestic violence and human rights abuses; and building mass awareness and implementing educational campaigns on domestic violence and other human rights abuses. The PHR program emphasizes the importance of forming partnerships, alliances, and collaborations to foster preventive and protective measures, promote legal and human rights, and develop linkages between local and national government representatives, non-governmental organizations, and community leaders. Plan International, the Bangladesh National Woman Lawyers' Association (BNWLA), and other local partners in Bangladesh are working together to eradicate domestic violence and related human rights abuses. The program is implemented in partnership with BNWLA and sub-grants to 11 local partner NGOs to carry out specific tasks at the district, upazila, and union levels. The PHR program has identified four key areas of focus: advocacy, capacity building, access to justice, and survivor services. The program also aims to build mass awareness and implement educational campaigns on domestic violence and other human rights abuses. The PHR program has made significant progress in its first year, with key achievements including the establishment of a network of community-based organizations to provide support services to survivors of domestic violence and human rights abuses. The program has also conducted training sessions for key stakeholders, including law enforcement officials, judges, and community leaders, on the prevention and response to domestic violence and human rights abuses. In addition, the PHR program has worked with local media outlets to raise awareness on domestic violence and human rights abuses, and has conducted research on the prevalence of domestic violence and human rights abuses in the target areas. The program has also established partnerships with local government representatives and community leaders to promote the prevention and response to domestic violence and human rights abuses. Overall, the PHR program is making significant progress in its mission to reduce domestic violence and related human rights abuses in Bangladesh. The program's focus on advocacy, capacity building, access to justice, and survivor services, as well as its emphasis on building mass awareness and implementing educational campaigns, is critical to achieving its goal of eradicating domestic violence and related human rights abuses in the target areas.
