Abstract
The course is based on a policy office capability framework, which sets out the capabilities of entry, mid, and senior policy officers. The framework can also be used to develop job descriptions in policy offices. The course focuses on three key themes: evidenced-based policy, maximizing stakeholder inclusion, and coordination and coherence. These elements are considered essential for promoting the process of peace-building through responsive, good governance. The course is designed as a practical training course with a focus on "how-to" skills, but it can also be delivered as a series of seminars or as a 1-academic year university course. The main differences between the three delivery methods are the level of interactivity and the depth of learning. The course contents include modules on public policy, stakeholder inclusion, coordination and coherence, and policy implementation. The course also includes practical exercises and workshops to help participants develop their skills. The course is designed to provide participants with a basic practical grounding in public policy, but it is acknowledged that there is always room for improvement and expansion. The course includes a number of additional materials, such as reports and guides, which are included in the "additional material for the trainer" folder. The course has been designed to be flexible and can be adapted to different contexts and needs. The course is intended to be used in the MENA region, where there is a need for a course like this to develop the skills of policy officers. The course has been prepared by Jane Fuller, who has drawn on her experience of working with the Iraqi ministries on a national child protection policy. The course includes a number of policy statements from other countries, which are intended to provide examples and stimulate discussion. However, due to time constraints, these policy statements have not been fully incorporated into the course. The course includes a number of references to the work of other authors, but these have not been approved by the authors. The course has been designed to be delivered by trainers who may not have much experience of public policy, and therefore the trainers' notes include a lot of detail to help them prepare. The course includes a number of additional materials for the trainers, which are all in English. The course has not been "test driven" with real-life trainees, and therefore it is likely that the timing, explanations, and overall presentation will need to be adjusted when the course is put to use. The course has been prepared by Jane Fuller, who is not a trainer, and therefore the course may not be perfect. However, the course has been designed to be flexible and adaptable, and it is intended to be used in a variety of contexts.
