Abstract
Key objectives include strengthening internal capability, embedding best practice discipline, and ensuring that work has a direct link to improving communities. Participants also learn from each other, share ideas and experiences, and work as a team. The course map outlines key topics, including introduction to public policy, initiating public policy, working with stakeholders, policy analysis, course review and examination, implementation, monitoring, and evaluation. The workshop is divided into three parts: a brief overview of introduction to public policy, discussion of features of good policy making, and an overview of policy steps and methodologies. Public policy serves as a means to set the government's agenda and implement good governance. The policy cycle is a crucial aspect of public policy, involving various actors who play different roles throughout the cycle. Policy officers are key actors, facilitating and engaging with others to create strong policies. They support policy decision-makers with evidence-based recommendations that have been thoroughly consulted with stakeholders. Legal frameworks, including the Constitution, international agreements, and Ministry mandates, set out the frameworks and limitations of public policy. Good policy-making involves several key characteristics, including being forward-looking, inclusive, joined-up, innovative, flexible, and creative. It also involves being outward-looking, communicating effectively, reviewing and learning from lessons, and being evidence-based and subject to evaluation.
