Abstract
Led by Abt Associates, PS3 is implemented in partnership with several local and international organizations. The overarching goal of PS3 is to strengthen public sector-wide information systems, finance management, human resources, governance, and citizen engagement. To achieve this goal, PS3 focuses on three key areas: information systems, finance, and human resources. In the information systems area, PS3 aims to strengthen public sector-wide information systems, sector-specific public systems, and management and use of strengthened information systems. In the finance area, PS3 supports the development of a single national health insurance architecture, strategic purchasing, and shift to output-based payment. PS3 also aims to strengthen operating and management systems, resource allocation, and tracking. In the human resources area, PS3 focuses on HR planning and distribution, HR retention, improving HR management and efficiency, and HR policy dialogue, social welfare coordination, and integration of community workers/volunteers. PS3 has made significant progress in the first quarter of 2018. In the information systems area, PS3 has strengthened public sector-wide information systems, sector-specific public systems, and management and use of strengthened information systems. In the finance area, PS3 has supported the development of a single national health insurance architecture and strengthened operating and management systems. In the human resources area, PS3 has improved HR management and efficiency and integrated community workers/volunteers. PS3 has also collaborated with various stakeholders, including USAID and development partner projects. The activity has produced several technical documents, including a quarterly report, which provides an overview of PS3's progress and achievements. The report highlights the challenges faced by PS3 and the steps being taken to address them. The PS3 activity has made significant progress in strengthening public sector systems in Tanzania. The activity's focus on information systems, finance, and human resources has led to improvements in the delivery, quality, and use of services, particularly for underserved populations. PS3's collaboration with various stakeholders has also contributed to the activity's success. In terms of implementation timeline, PS3 has made significant progress in the first quarter of 2018.
