Abstract
Led by Abt Associates, PS3+ is implemented in partnership with various partners, including Local Government Training Institute, Management Sciences for Health, and University of Dar es Salaam. The activity covers the period between July 31, 2020, and July 30, 2025. Key achievements in the third year of the activity include the establishment of a merged results framework, which integrates the results of the first and third years. The framework focuses on four main results: evidence-based, inclusive planning and management at local levels; strengthened local government to promote citizen engagement and social accountability; increased efficiency in the collection and use of financial resources; and technical interventions in Zanzibar. The merged results framework has been used to track progress and identify areas for improvement. The framework has also been used to inform the development of the activity's work plan and budget. The activity has made significant progress in achieving its results, with notable achievements including the establishment of a district health information system and the implementation of a health facility registry. In terms of technical interventions in Zanzibar, the activity has supported the development of a health facility registry and the implementation of a health information mediator. The activity has also supported the development of a health finance strategy and the implementation of a health facility financing system. The activity has also made significant progress in strengthening local government to promote citizen engagement and social accountability. This has been achieved through the establishment of a citizen engagement and local governance program, which has been implemented in several districts. The program has been successful in increasing citizen engagement and social accountability, with notable achievements including the establishment of a district council and the implementation of a community health fund. In terms of increased efficiency in the collection and use of financial resources, the activity has supported the development of a financial management system and the implementation of a facility financial accounting and reporting system. The activity has also supported the development of a government's e-payment gateway and the implementation of a government finance statistics system. The activity has also made significant progress in terms of institutionalization, with notable achievements including the establishment of a district health information system and the implementation of a health facility registry. The activity has also supported the development of a health information mediator and the implementation of a health finance strategy. In terms of operational and management activities, the activity has made significant progress in establishing a strong and effective management structure. This has been achieved through the establishment of a management team and the implementation of a performance management system. The activity has also made significant progress in establishing a strong and effective monitoring and evaluation system, with notable achievements including the establishment of a monitoring and evaluation team and the implementation of a monitoring and evaluation plan. The activity has also made significant progress in terms of documentation, with notable achievements including the submission of a quarterly report to the USAID/Tanzania Public Sector Systems Strengthening Plus (PS3+) Activity. The report provides an overview of the activity's progress and achievements, as well as challenges and lessons learned.
