Abstract
PS3+ is a five-year activity (July 2020–July 2025) led by Abt Associates in partnership with IMA World Health, Local Government Training Institute (LGTI), Management Sciences for Health, Tanzania Mentors for Action, and University of Dar es Salaam. The PS3+ results and sub-results will directly contribute to the new USAID/Tanzania Country Development Cooperation Strategy (2020–2025), Development Objective (DO) 3, specifically Intermediate Result 3.1: Capacity of subnational government to lead sustainable development improved. Moreover, they will also support other Intermediate Results in DO3 and DO1: Foundational skills of children below age 15 improved; and DO2: Empowerment, productivity, and engagement of Tanzanians aged 15 to 35 increased. Local Government Authorities (LGAs) have successfully adopted the Agriculture Sector Development Program II (ASDP II) matrix customized in the Planning and Reporting System (PlanRep) to develop their plans and budgets for the year 2023/24. The ASDP II matrix is a document that specifies the priority national objectives of agriculture sector investments and highlights critical challenges that need to be addressed to foster growth in the agriculture sector. A total of 182 LGAs (98.9%) out of 184 used the ASDP II matrix to plan for FY 2023/24. This is a huge achievement. PS3+ supported the development of the entire ASDP II Matrix, which includes all agricultural sector activities (crops, livestock, and fisheries), and integrated it into PlanRep for planning and budgeting. PS3+ supported the Ministry of Health Zanzibar (MOHZ) in documenting Health Facility Registry (HFR) System Requirements Specifications (SRS) by bringing together Ministry of Health (MOH) Mainland and MOH Zanzibar teams. The SRS document will guide the implementation of the HFR system in Zanzibar. The HFR system aims to improve the management of health facilities in Zanzibar by providing a centralized database of health facilities, their services, and their performance. The PS3+ Activity has also made progress in supporting the development of the Government ePayment Gateway (GePG) and the Tarura electronic Revenue Management Information System (TeRMIS). The GePG aims to improve the efficiency and transparency of government payments, while the TeRMIS aims to improve the management of revenue collections at the local level. A total of 10 Local Government Authorities (LGAs) have successfully implemented the TeRMIS system, which has improved the accuracy and timeliness of revenue collections. In addition, PS3+ has supported the development of the Unified Community Health System (UCHS) in Zanzibar. The UCHS aims to improve the management of community health services in Zanzibar by providing a centralized database of community health workers, their services, and their performance. The UCHS has been implemented in 10 districts in Zanzibar, and has improved the efficiency and effectiveness of community health services. Overall, the PS3+ Activity has made significant progress in supporting the institutionalization of public systems in Tanzania, particularly in the areas of agriculture, health, and revenue management. The Activity has also supported the development of several key systems and tools, including the ASDP II matrix, the HFR system, the GePG, the TeRMIS, and the UCHS. These systems and tools are expected to improve the efficiency, effectiveness, and transparency of public services in Tanzania, particularly at the local level.
