The Public Sector Systems Strengthening (PS3) Activity in Tanzania is a USAID-funded initiative aimed at supporting the Government of Tanzania to strengthen the public system and promote the delivery, quality, and use of services, particularly for underserved populations.

Abstract
The PS3 Activity is led by Abt Associates and implemented in partnership with several local and international organizations. The overarching goal of PS3 is to strengthen public sector-wide information systems, finance, human resources, governance, and citizen engagement. To achieve this goal, PS3 has been working on several key interventions, including the development of a single national health insurance architecture, strategic purchasing, and output-based payment systems. Additionally, PS3 has been supporting the development of operating and management systems, as well as resource allocation and tracking. In the area of human resources, PS3 has been working on HR planning and distribution, HR retention, and improving HR management and efficiency. The activity has also been supporting the development of HR policy dialogue, social welfare coordination, and integration of community workers and volunteers. Furthermore, PS3 has been strengthening public-private dialogue, citizen feedback and complaint management, and public finance management. PS3 has also been collaborating with various stakeholders, including USAID and development partner projects, to leverage resources and expertise. The activity has been working on institutionalization for sustainability, communications and knowledge management, monitoring and evaluation, and program management and regional/local government operations. Some of the key achievements of PS3 include the development of a national expert team for PlanRep, which has strengthened public sector-wide information systems. PS3 has also supported the development of a single national health insurance architecture, strategic purchasing, and output-based payment systems. Additionally, the activity has improved HR management and efficiency, and strengthened public-private dialogue and citizen feedback and complaint management. PS3 has also been working on several projects, including the development of a financial management system, a human resources information system, and a citizen engagement platform. The activity has also been supporting the development of a national health insurance system, a strategic purchasing system, and an output-based payment system. In terms of geographic focus, PS3 has been working in several regions of Tanzania, including Dar es Salaam, Ruvuma, and Kagera. The activity has also been working with various government ministries and departments, including the Ministry of Finance and Planning, the Ministry of Health, and the Ministry of Local Government. Overall, the PS3 Activity in Tanzania has made significant progress in strengthening the public sector and promoting the delivery, quality, and use of services, particularly for underserved populations. The activity has been working on several key interventions, including the development of public sector-wide information systems, finance, human resources, governance, and citizen engagement.
