Project to provide grants to foreign and indigenous PVOs and international organizations (IOs) for projects to meet the humanitarian and economic development needs of disadvantaged Cambodians, primarily in rural areas.

Abstract
Grants will be awarded in cycles: a first series at the project outset, a second series after a midterm evaluation, and a third series following a second evaluation. In the first cycle, direct grants of 2-3 years in duration will be awarded to PVOs and IOs already working in Cambodia for humanitarian assistance and income-generating activities. As conflicts in Cambodia ease and A.I.D. establishes its presence, grants will also be awarded during this 2-3 year period to U.S. PVOs who have not previously worked in Cambodia. This first cycle of grants will focus on preventive health care and child survival, and may include activities in family planning, water supply, education, and basic services; it will also begin building local communities" capacity to sustain program activities. Midway through the project, A.I.D. will award larger grants, in the form of consortia or cooperative agreements (umbrella grants), focusing more closely on community development and capacity building programs. Consortia grants or cooperative agreements awarded during this second grant cycle will combine the technical skills of several organizations to work towards a common goal and simultaneously relieve A.I.D. of the burden of monitoring many small, individual grants. The project will also seek to increase the geographic spread of grantee activities to include beneficiaries in underserved parts of the country, where security permits. Toward the end of the project, grants will be awarded for selected activities for more long-term institution building and community development. Third-cycle grant activities may include the expansion and improvement of community water supply systems, and health care capacities; and informal education, vocational training, income-generating activities, and environmental conservation. The project will also provide grantees with TA for project management, and evaluation, and possibly with 1-2 day training or orientation sessions.
