Abstract
The QASP defines the respective quality planning, quality assurance, and quality control mechanisms that Deloitte and USAID are responsible for following. The activity aims to improve the competitiveness of Vietnam's private sector by targeting improvements in productivity, innovation, and access to services and information, particularly digital solutions. The QASP is a living document that may be modified as necessary by USAID. Deloitte maintains internal quality assurance through continuous conformance monitoring and work product monitoring, while USAID conducts site visits and collects insights from counterparts to ensure compliance with contract terms. The QASP defines the roles and responsibilities of Deloitte and USAID personnel in executing quality assurance activities. Deloitte is responsible for maintaining a multi-layered system of internal mechanisms to provide high-quality deliverables, including quality control procedures and internal reporting. USAID may conduct contract surveillance through a series of communication and reporting mechanisms with senior project leadership. The Contracting Officer (CO) ensures performance of all necessary actions for effective contracting, while the Contracting Officer's Representative (COR) is responsible for technical administration of the contract and assures proper Government surveillance of the contractor's performance. The Chief of Party (COP) is accountable for all elements of the QASP and leads weekly, monthly, and quarterly performance assessment meetings. The Surveillance Plan Matrix defines the deliverables that Deloitte accomplishes over the life of the project, surveillance methods, and the frequency of surveillance. Deliverables include reports, data collection, data management, and data visualization. The QASP also defines the ratings system that USAID will use to assess Deloitte's performance. The QASP is a critical component of the USAID Improving Private Sector Competitiveness activity, ensuring that Deloitte provides high-quality deliverables and meets the requirements of the contract. The document outlines the roles and responsibilities of Deloitte and USAID personnel, as well as the quality planning, quality assurance, and quality control mechanisms that will be followed throughout the project.
