Abstract
Specific objectives include increasing the deployment of advanced energy systems through improving enabling policies, laws, and regulations and mobilizing private investment, improving energy sector performance through improving planning and operation practices, and increasing energy sector competition by promoting transparent procurement practices and increasing the availability of advanced energy skilled workforce, products, and services. The purpose of this report is to provide the Ministry of Industry and Trade (MOIT) with an overview of Electric vehicle (EV) standards, define technical specifications for both the vehicle and the associated charging infrastructure, also known as electric vehicle supply equipment (EVSE). This report provides the popular technical standards that countries around the world have been applying for each component of the EV value chain from EV manufacturing & import, EV Charging Infrastructure and Services, and EV End-of-Life Management. Electric vehicle (EV) technical standards define specifications for the design, operation, performance, and safety of electric vehicles (EVs) and associated charging infrastructure, also known as electric vehicle supply equipment (EVSE). Establishing or adopting comprehensive and consistent standards creates a uniform and stable environment for manufacturers, consumers, and developers, instrumental in fostering the growth of a robust EV market. There are several international standards organizations that develop EV and EVSE standards, including the Society of Automotive Engineers (SAE), International Electrotechnical Commission (IEC), International Standards Organization (ISO), and Underwriters Laboratories Solutions (UL) among others. These organizations develop technical standards on a range of aspects including the vehicles, components, EV charging infrastructure, and end-of-life management for EV batteries. EV manufacturing and import standards include requirements for vehicle performance, safety, and testing. Performance standards are a set of guidelines that typically specify requirements for performance metrics such as range, fuel consumption, emissions, power output, and battery performance. Safety standards are a set of specifications manufacturers must follow to ensure that their vehicles or components meet certain safety requirements. They typically address battery safety, crash safety, and electrical safety. Testing standards specify the methods that should be used to evaluate and measure the performance of EVs and their components. The report summarizes key aspects of standards along the EV value chain from EV manufacturing and import, EV charging infrastructure and services, to EV end-of-life management. It provides a preliminary list of existing Vietnamese technical standards and recommendations for Vietnam to consider in adopting or creating standards for the EV value chain. The report aims to support the development of a robust EV market in Vietnam by providing a comprehensive overview of EV technical standards and promoting the adoption of international best practices. The report highlights the importance of establishing or adopting comprehensive and consistent standards for EVs and EVSE. This is crucial for creating a uniform and stable environment for manufacturers, consumers, and developers, which is instrumental in fostering the growth of a robust EV market.
