The recycling initiative in Jordan is a three-component program aimed at improving private sector recycling markets, increasing demand for recycling services within the commercial sector in Amman, and enhancing the business enabling environment for recycling services and material markets.

Abstract
Component One focuses on improving private sector recycling markets by enhancing business performance and profitability, as well as expanding recycling services and successful models. This component involves improving businesses' capacity, quality, and quantity of recyclable materials, identifying end-market gaps and opportunities, and supporting innovative business solutions. In the third quarter of fiscal year 2021, the program implemented several activities under Component One. The program improved businesses' capacity by providing managerial, technical, and access to information training to over 100 private sector recyclers. Additionally, the program supported the expansion of recycling services by identifying end-market gaps and opportunities, and by supporting innovative business solutions. The program also established partnerships with private sector recyclers to increase the quality and quantity of recyclable materials. Component Two aims to increase demand for and utilization of recycling services within the commercial sector in Amman. This component involves increasing awareness of recycling services among commercial sector stakeholders, strengthening linkages between the commercial sector and service providers, and supporting the commercial sector to develop, implement, and monitor solid waste management (SWM) plans. In the third quarter of fiscal year 2021, the program implemented several activities under Component Two, including galvanizing commercial sector interest in recycling, cultivating a motivation to recycle by increasing waste generators' knowledge on SWM and recycling, and establishing a case for recycling among the commercial sector. Component Three focuses on improving the business enabling environment for recycling services and material markets. This component involves strengthening national regulatory policy and enforcement for SWM, engaging the private sector in the implementation of SWM laws and strategies, and promoting domestic recycling sector through tax and trade incentives. In the third quarter of fiscal year 2021, the program implemented several activities under Component Three, including supporting the Ministry of Environment and Climate Affairs (MOENV) in engaging the private sector for the implementation of SWM laws and strategies, and linking extended producer responsibility (EPR) to recycling markets. The program also reported on implementation challenges and modifications made during the quarter, including issues related to waste collection fees and the registration process for recycling companies. The program collaborated with MOENV and GAM, as well as other donors, to address these challenges and ensure the successful implementation of the program. The program also conducted assessments and evaluations, including a midterm evaluation, to assess progress and identify lessons learned. The program's planned activities for the next quarter include continuing to implement activities under Components One, Two, and Three, as well as conducting outreach and communication events to promote the program's objectives. The program also plans to continue collaborating with MOENV and GAM, as well as other donors, to ensure the successful implementation of the program.
