Abstract
The project aims to strengthen the Departmental Committees for Disaster Risk Management (CDGRDs) and enhance the capacity of vulnerable communities to prepare for and respond to emergencies. Key activities undertaken during the fourth quarter of the project (July-September 2015) include conducting monthly workshops with CDGRDs to monitor project progress and address challenges, implementing a training plan to strengthen CDGRD and stakeholder representatives, and providing logistical and human resources support to CDGRD staff for coordination meetings and emergency response. Training sessions were conducted on key topics in Disaster Risk Management, including Damage Evaluation and Needs Assessment, Provisional Shelter Management, and Sphere Humanitarian Principles. The training sessions involved the participation of representatives from diverse humanitarian actors working in Disaster Risk Reduction at the departmental level. The tables below show the training sessions conducted in the North and Northeast Departments, with a breakdown of the targeted and actual numbers of participants, training periods, gender disaggregation, and project goal achievement percentages. In the North Department, 61.11% of the expected CDGRD members participated in the training session conducted on May 15, 2015. Field visits were conducted in the North to renew CRS efforts in strengthening the capacity of the CDGRD staff and to discuss with the CTD about his role in helping to achieve the project objectives. During the passage of Hurricane Erika, a meeting with key staff of the North CDGRD led to activation of the EOC according to the orange alert issued by the Center of National Meteorology (CNM) and further communicated by the DPC. In the Northeast Department, the CPC demonstrated leadership in the planning and implementation of project activities. The CPC provided technical support in strengthening its administrative capacity, and the satisfaction rate increased according to reports from monitoring activities. To date, there is only one training session left to be held, which is scheduled for November 9-14, 2015. The project has made significant progress in strengthening the capacity of CDGRDs and enhancing the preparedness and response of vulnerable communities to emergencies. The project has also demonstrated its ability to adapt to changing circumstances, such as the passage of Hurricane Erika, and to provide timely and effective support to CDGRDs and other stakeholders. The project's success can be attributed to the strong partnership between CRS, the Government of Haiti, and other stakeholders, as well as the effective implementation of the project's activities and training sessions. The project's achievements are a testament to the importance of building the capacity of CDGRDs and enhancing the preparedness and response of vulnerable communities to emergencies. The project's indicators, as outlined in the Indicator Project Tracking Table in Annex 1, demonstrate the project's progress in achieving its objectives. The project's success has also been recognized by the CTD, who expressed satisfaction with the support provided by CRS and demonstrated this satisfaction through improved project management during the quarter.
