The quarterly partners meeting held in Lubumbashi on August 15th and 16th, 2016, brought together 12 USAID/DRC implementing partners, excluding MECC, to discuss collaboration and coordination among stakeholders.

Abstract
The meeting was facilitated by USAID/DRC staff, including the DO2 Team Leader, an M&E Officer, and the MECC Deputy Chief of Party. The meeting focused on several key points, including the presentation of the Performance Management Plan (PMP) of the USAID/DRC 2015-2019 Country Development Cooperation Strategy (CDCS). The CDCS aims to strengthen collaboration between technical areas to improve the effectiveness of interventions on the ground and to seek learning opportunities for the entire Mission. The M&E Officer presented the monitoring and evaluation framework of the strategy, while the MECC DCOP presented the PMP, including the four functions of the PMP and the roles and responsibilities of the various actors involved. A case study of partner collaboration was also presented, highlighting examples of cross-sector synergies among health, education, agriculture, and governance. Each partner in attendance gave an overview of their annual work plans, including intervention areas and priorities. The work plans focused on a range of topics, including reducing the risk and impact of HIV, improving health and well-being, and strengthening social welfare systems. Following the partner presentations, participants broke into three working groups to identify possible partnerships, synergies, or areas of collaboration. The results of this joint work planning are shared in Annex C, with examples of potential collaborative activities, including joint training on TB and HIV/AIDS, joint sensitization sessions, and data quality assessments. Several activities were organized around the meeting, including courtesy visits with the Deputy Governor and Provincial Director of Primary, Secondary, and Professional Education of Haut-Katanga, as well as a site visit to a primary school where ACCELERE! Activity 1 is training school inspectors and directors. The meeting provided an opportunity for partners to share their work plans and identify areas of collaboration, with a focus on improving the effectiveness of interventions and seeking learning opportunities for the entire Mission. The results of the joint work planning will inform future collaboration and coordination among stakeholders.
