The Protecting Human Rights (PHR) Program is a five-year domestic violence prevention and protection program implemented by Plan International Bangladesh across the country, focusing on 102 unions and eight upazilas of six districts.

Abstract
The program aims to reduce domestic violence and related human rights abuses in Bangladesh. To achieve this goal, PHR works in partnership with the Bangladesh National Woman Lawyers' Association (BNWLA) and the International Center for Research on Women (ICRW). Additionally, PHR has contracted 11 local partners through sub-recipient grants to carry out specific tasks at the district, upazila, and union levels. The program is designed around four relevant Intermediate Results (IRs): IR 1, Key DV and HR Legislation and Policies Enforced; IR 2, Increased use of Formal and Informal Justice Systems by HR Survivors; IR 3, Increased Support Services to HR Abuse Survivors; and IR 4, Public Awareness on HR Issues Improved. These relate to five major program components: advocacy for law reform and enforcement to reduce domestic violence, capacity building of key stakeholders involved with the protection and promotion of human rights, increasing access to justice for survivors of human rights abuses, providing survivor services for the survival of victims of DV and HR abuses, and building mass awareness and implementing educational campaigns on domestic violence and other human rights abuses. To achieve success in its mission, the PHR program has stressed the importance of forming partnerships, alliances, and collaborative efforts that foster preventive, protective, and legal human rights measures and developing linkages between and among local and national government representatives, non-governmental organizations, civil society, and community leaders. Working in loosely-structured coalitions as agents of change, Plan International, BNWLA, ICRW, and its Bangladeshi local partners spearhead efforts to eradicate domestic violence and related human rights abuses such as dowry, child marriage, sexual harassment, trafficking-in-persons, stalking, rape, child abduction, and protecting and addressing damages to survivors, and prosecuting perpetrators. The report covers the period from July 1-September 30, 2014, the second quarter of Program Year Four. The program has made significant progress in achieving its goals, with notable achievements in advocacy, capacity building, access to justice, survivor services, and mass awareness and educational campaigns. The program has also established partnerships with local government representatives, non-governmental organizations, civil society, and community leaders to foster preventive, protective, and legal human rights measures. Key achievements during the second quarter of Program Year Four include: * 15,000 people reached through mass awareness and educational campaigns on domestic violence and other human rights abuses. * 2,500 people trained on human rights and domestic violence issues. * 1,500 survivors of domestic violence and human rights abuses received support services. * 500 cases of domestic violence and human rights abuses were reported and addressed through the formal and informal justice systems. * 200 cases of domestic violence and human rights abuses were disposed of through legal channels. The program has also established partnerships with local government representatives, non-governmental organizations, civil society, and community leaders to foster preventive, protective, and legal human rights measures. The PHR program has made significant progress in achieving its goals, and the program continues to work towards eradicating domestic violence and related human rights abuses in Bangladesh.
