Abstract
The project ensures the participation of Mongolia's private sector in a structured and productive dialogue with government to inform business enabling environment reforms. Significant strides have been made in improving the business enabling environment in Mongolia. The GOM has initiated and completed important reforms in six areas measured by the World Bank Doing Business Report, including dealing with construction permitting, starting a business, getting electricity, and paying taxes. USAID's BPI project has been a close partner to the GOM in fostering these reforms since the outset of the process. The BPI project has focused on four reform areas, providing deep and varied support to the ministries and agencies involved. Tangible results of the government's reform efforts are visible in several areas, including bolstering the General Department of Taxation's (GDT) capacity to deliver taxpayer services. The BPI project has supported the GDT since April 2013 in improving taxpayer services by training tax inspectors to build in-house capacity to deliver various trainings for new employees. The project has also supported the Quality Supplier Development Center (QSDC) in accelerating its organizational development, network, and service delivery. This has contributed to enhancing private sector competitiveness in Mongolia. The BPI project has been working closely with the GOM to address bottlenecks to country competitiveness and ensure that business enabling environment reforms are adequately informed by the private sector. The BPI project has made significant progress in implementing its work plan, with a focus on improving the business enabling environment, governance, and country competitiveness policies and practices. The project has also strengthened private sector capacity and competitiveness, with a focus on capacity building, partnerships, and dialogue facilitation. The project's activities have been organized around three key areas: business enabling environment, governance, and country competitiveness; private sector capacity and competitiveness; and national dialogue on business enabling environment, governance, and competitiveness. The project has achieved significant accomplishments in these areas, including improving taxpayer services, enhancing private sector competitiveness, and facilitating dialogue between the private sector and government. The BPI project has also been engaged in enhancing private sector competitiveness, with a focus on capacity building, partnerships, and dialogue facilitation. The project has supported the QSDC in accelerating its organizational development, network, and service delivery, which has contributed to enhancing private sector competitiveness in Mongolia. The project's next steps for the coming quarter include continuing to support the GOM in implementing business enabling environment reforms, enhancing private sector competitiveness, and facilitating dialogue between the private sector and government. The project will also continue to work closely with the GOM to address bottlenecks to country competitiveness and ensure that business enabling environment reforms are adequately informed by the private sector.
