Abstract
The project aims to strengthen municipalities and foster socio-economic development while reducing local vulnerabilities such as food insecurity and natural disasters. The project has made significant progress in coordinating activities with other USG and USAID Guatemala partners in the Western Highlands Integrated Program (WHIP). In Year 2, 12 activities were coordinated, and in Year 3, 10 activities were coordinated. The project has also made progress in promoting civic participation of women, with 17 activities designed to promote or strengthen women's civic participation in Year 1, increasing to 31 activities in Year 2 and 30 activities in Year 3. Youth development activities have also been a key focus of the project. In Year 1, 215 youth participated in USG-supported activities, increasing to 771 youth in Year 3. The project has also made progress in promoting leadership roles among youth, with 47% of male youth and 53% of female youth assuming leadership roles in Year 3. The project has also made significant progress in strengthening public financial systems in municipalities. In Year 1, 23 accountability presentations were made by municipalities, increasing to 101 presentations in Year 3. The project has also provided training to 338 individuals in Year 1, increasing to 3603 individuals in Year 3. Disaggregated data by gender, ethnic group, and age group shows that the project has made progress in reaching different demographics. For example, in Year 3, 60% of male youth and 40% of female youth participated in USG-supported activities. The project has also made progress in reaching Maya and Ladino communities, with 62% of Maya youth and 42% of Ladino youth participating in USG-supported activities. The project has also made progress in promoting participatory planning and budgeting in municipalities. In Year 1, 11 municipalities practiced participatory planning and budgeting, increasing to 25 municipalities in Year 3. The project has also made progress in promoting the presentation and prioritization of projects in COMUDE meetings, with 437 projects presented and/or prioritized by municipalities in Year 3. Overall, the project has made significant progress in achieving its performance indicators and contributing to the achievement of USAID/Guatemala's Development Objective 2 of improving levels of economic growth and social development in the Western Highlands.
