Abstract
The project achieves this through designing and facilitating Tri-Lateral Activities (TLAs) for Central American specialists to other countries in the LAC region and arranging delegations of LAC experts to provide in-country guidance to their Central American counterparts. The project is supported by the United States Government, represented by USAID, and provider countries in Latin America, including Mexico, Colombia, Chile, Peru, Argentina, Brazil, Costa Rica, and Uruguay. The overall aim of the project is to provide strategic planning and logistical assistance to USAID regional and bilateral Missions and their projects in their efforts to seek the transfer of technical expertise, technology, and knowledge through trilateral cooperation. The project also aims to build and strengthen meaningful, sustainable intra-regional relationships necessary to move these countries towards self-reliance while bringing to fruition critical US Government regional objectives. The U.S. Strategy for Engagement in Central America, also known as the CEN Strategy, targets two highest priority areas: enhancing citizen security and development of prosperity in each of the four Central American countries, combined with regional integration. USAID's Central America and Mexico Regional Development Cooperation Strategy 2015-2019 (RTCS) references capacity needs in each sector, including an emphasis on capacity building between Mexico and Central America, which the RTC project has done well into its second year. The RTC approach to RDCS/CAM aligns formally with the CEN Strategy, and the project has made significant progress in its first two years. The project has facilitated several Tri-Lateral Activities, including a delegation of LAC experts to provide in-country guidance to their Central American counterparts. The project has also provided strategic planning and logistical assistance to USAID regional and bilateral Missions and their projects. The project is managed by International Business & Technical Consultants, Inc. (IBTCI), with a team based in San Salvador. The project is funded by USAID, with a total obligated amount of $2,627,861.00 as of the reporting period. The project has a ceiling price of $5,620,555.46 and a period of performance from August 1, 2016, to July 31, 2019, plus an option year. The project has several key stakeholders, including USAID, provider countries in Latin America, and receiving countries in Central America. The project also has several partners, including the Inter-American Development Bank and the Central American Secretariat for Economic Integration. The project's success will depend on its ability to build and strengthen meaningful, sustainable intra-regional relationships and to provide strategic planning and logistical assistance to USAID regional and bilateral Missions and their projects. The project's impact will be measured through several key performance indicators, including the number of Tri-Lateral Activities facilitated, the number of LAC experts deployed to provide in-country guidance, and the level of capacity building achieved between Mexico and Central America. The project's progress will be monitored and evaluated through regular reporting and evaluation exercises.
