Abstract
The report is submitted by Jean-Solo Ratsisompatrarivo, Chief of Party, Pact, Inc., and is intended for review and approval by the United States Agency for International Development/Madagascar Mission (USAID/Madagascar). The activity is focused on promoting conservation and sustainable natural resource management in Madagascar. The report highlights progress under five strategic approaches, which are designed to achieve specific results and outcomes. Strategic Approach 1 aims to establish a community-based natural resource management framework and tools to manage protected areas and implement sustainable livelihoods and environmental justice. Progress has been made in developing a framework and tools, and capacity building has been conducted for target actors in natural resource management. Strategic Approach 2 focuses on developing a data portal and consolidating data into useful information. The data portal has been developed and is functional, and data has been consolidated and transformed into useful information. The portal and data use are sustainable, and key messages on conservation and sustainable natural resource management have been shared. Strategic Approach 3 aims to increase the diversity of sources of funds for conservation. Progress has been made in increasing the diversity of sources of funds, with a focus on private sector engagement. Strategic Approach 4 focuses on improving the policy-making capacity of key public sector personnel and the enforcement capacity of judiciary police officers and superior judiciary police officers. Progress has been made in improving policy-making capacity and enforcement capacity, and an integrated governance vision for natural resource management and land, coastal, and marine tenure has been shared by all involved actors. Strategic Approach 5 aims to empower targeted civil society networks to advocate for conservation, natural resource management, and land and marine tenure issues. Progress has been made in empowering targeted civil society networks, and their capacities to carry out their roles have been strengthened. The report also highlights progress in collaboration with external partners, monitoring, evaluation, and learning, and institutional communication. Promoting the activity is also a key focus area, with communications materials being developed and disseminated. Annexes to the report include problems encountered and issues addressed, indicator performance tracking tables, learning questions, geographic data, success stories, events conducted and planned, staff and consultant travel, and pictures.
