Abstract
The project's primary objective is to enhance citizens' participation in and oversight of key governmental functions, as well as improve municipal institutional and service delivery performance. During the quarter ending December 31, 2018, TADAEEM engaged newly elected councils and mayors in processes for prioritizing services, diagnostic, and action planning. The project implemented the PALME approach, which involves a holistic and integrated approach towards service delivery. This approach provided partner municipalities with a technical tool to assess each service or area of work and approach its improvement in a systematic and integrated manner. TADAEEM supported the mobilization of engagement between municipal councils, executive sections, and civil society on the articulation of Annual Investment Plans. The project also provided training to council members on municipal structures and inter-relationships, and developed demand-driven special projects and interventions in areas such as construction, infrastructure development, and market linkage facilitation. The project's Service Delivery Improvement Programs (SDIPs) were developed in ten municipalities, focusing on improving service delivery and municipal performance. TADAEEM also worked on improving regional and national coordination and service delivery mechanisms to respond to the needs of citizens via local government structures. The project's efforts were supported by the development of a Service Delivery Improvement Program (SDIP) process, which aimed to improve administrative back-office and service delivery value chain. TADAEEM's quarterly progress report highlights the project's achievements and challenges during the quarter.
