The Monitoring and Evaluation for Tunisia and Libya (METAL) Activity is a technical support program for monitoring, evaluation, and learning (MEL) services for USAID/Tunisia and USAID/Libya.

Abstract
The program aims to provide MEL services to support the achievement of USAID/Tunisia's Country Development Cooperation Strategy (CDCS) goal and development objectives (DOs). The METAL Activity is required to provide technical support for the achievement of USAID/Tunisia's CDCS goal and DOs by assisting its efforts to gain and apply knowledge derived from MEL services to inform its program and strategy decisions. METAL will also help strengthen the capacity of USAID/Tunisia and some of its local partners in monitoring, evaluation, and knowledge management. During the July-September 2019 quarter, METAL's Senior Program Development Specialist visited Tunisia to support the finalization of both Economic Growth (EG) and Democracy and Governance (DG) project monitoring evaluation and learning plans (PMELPs). The Specialist produced drafts that were submitted on July 16, and further direct interface with USAID is planned in November 2019 to support USAID in finalizing the documents. METAL also provided 2017 and available 2018 data for context monitoring for CDCS/PMP. The Specialist will initiate the PMP update once the two PMELPs are finalized. Additionally, METAL reviewed USAID/Tunisia's activity-level monitoring, evaluation, and learning plans (AMELPs) to ensure indicator alignment with the updated results framework. METAL's DQA Assessor conducted Data Quality Assessments (DQAs) for two FIRST indicators and four TADEEM indicators, as requested by USAID. Reports were submitted on June 20 and July 29, respectively. The Assessor briefed TADAEEM staff and COR, the USAID DG Director, and Program Office on the results of the TADAEEM DQA. A table with corrective actions to be taken to TADAEEM was sent on October 1, starting a 'findings closure' process that will provide assurances to USAID that system modifications undertaken will support sound data collection. The METAL Activity has made significant progress in providing technical support for monitoring, evaluation, and learning services for USAID/Tunisia and USAID/Libya. The program has helped strengthen the capacity of USAID/Tunisia and some of its local partners in monitoring, evaluation, and knowledge management. The METAL Activity has also made progress in reviewing USAID/Tunisia's activity-level monitoring, evaluation, and learning plans (AMELPs) to ensure indicator alignment with the updated results framework. Additionally, METAL has conducted Data Quality Assessments (DQAs) for several indicators, as requested by USAID. The METAL Activity will continue to provide technical support for monitoring, evaluation, and learning services for USAID/Tunisia and USAID/Libya. The program will also continue to help strengthen the capacity of USAID/Tunisia and some of its local partners in monitoring, evaluation, and knowledge management. The METAL Activity has identified several challenges and lessons learned during the July-September 2019 quarter. These include the need for further direct interface with USAID to support the finalization of the PMELPs and the need for additional data collection and management support for USAID/Tunisia's activity-level monitoring, evaluation, and learning plans (AMELPs). The METAL Activity will continue to work with USAID/Tunisia and USAID/Libya to address these challenges and lessons learned. The program will also continue to provide technical support for monitoring, evaluation, and learning services for USAID/Tunisia and USAID/Libya. The METAL Activity has planned several activities for the next quarter, including the finalization of the PMELPs and the review of USAID/Tunisia's activity-level monitoring, evaluation, and learning plans (AMELPs). The program will also continue to conduct Data Quality Assessments (DQAs) for several indicators, as requested by USAID. The METAL Activity will continue to work with USAID/Tunisia and USAID/Libya to support the achievement of USAID/Tunisia's CDCS goal and DOs.
