Abstract
Agency for International Development (USAID). The project aims to improve the quality of life of persons with disabilities, particularly Agent Orange victims, in Kon Tum and Binh Dinh provinces. The project focuses on three main objectives: expanding rehabilitation services, expanding social services, and improving disability policy. To meet these objectives, the project's key interventions include strengthening rehabilitation facilities and systems, developing rehabilitation human resources, improving quality of rehabilitation service delivery, providing social support and inclusion services, enhancing persons with disabilities' participation in social and programming activities, and developing an enabling social and policy environment. The project also aims to strengthen the capacity of provincial key stakeholders, including the Department of Health, Department of Labor, Invalid and Social Affair, and civil society organizations. The project's progress in the third quarter of the fiscal year 2021 (April 1 - June 30, 2021) was marked by continued preparatory activities at both central and provincial levels. However, the project had to postpone working with provincial authorities due to the COVID-19 epidemic. The project team developed the overall 30-month project work plan, which includes a detailed description of all activities and technical requirements for monitoring and evaluation. The work plan was resubmitted to USAID on June 9, 2021, and CCRD received feedback in the last week of June. The project team also developed a detailed provincial work plan for Binh Dinh Province, which was sent to the Binh Dinh Department of Health for comments. The project's Monitoring and Evaluation (M&E) team updated the Activity Monitoring, Evaluation and Learning Plan (AMELP) to ensure a more detailed monitoring and evaluation process. The updated AMELP was submitted to USAID on May 21, 2021. Additionally, the project team developed an overall project M&E system and the project data management system, which describes the project data and reporting flow at all levels. The project's indicators and targets include the percentage of persons with disabilities benefiting from rehabilitation services, the number of multidisciplinary rehabilitation facilities established, and the percentage of beneficiaries reporting improvement in function. The project also aims to train rehabilitation staff, provide social support and inclusion services, and develop an enabling social and policy environment. The project's progress in the third quarter was marked by continued preparatory activities, development of the project work plan, and updates to the AMELP and M&E system.
