The Inclusion II project is a USAID-funded initiative aimed at improving the quality of life of people with disabilities, particularly Agent Orange victims, in Kon Tum and Binh Dinh provinces of Vietnam.

Abstract
The project is managed by the Center for Community Health Research and Development (CCRD) and has a three-year implementation period from July 1, 2020, to December 31, 2022. The project's main objectives are to expand rehabilitation services, social services, and disability policy, with a focus on strengthening rehabilitation facilities and systems, developing rehabilitation human resources, and improving the quality of rehabilitation service delivery. During the first quarter of the project, which corresponds to Quarter IV of Fiscal Year 2020, CCRD focused on preparatory activities at both the central level and in the provinces of Kon Tum and Binh Dinh. Key results achieved during this quarter include the recruitment of four out of five key personnel, including the Chief of Party, Grant Manager, Financial Manager, and M&E Manager, who have excellent experiences and backgrounds in their respective areas. Additionally, a team of two senior rehabilitation consultants was recruited to assist in the baseline design and work plan development. CCRD also developed and submitted draft work plans and budgets for the first 15-month period, which included goal, objectives, overall strategies, project interventions, activities, and timelines by project objectives and targets. Furthermore, a detailed budget, including budgets for potential sub-awardees, was developed in parallel with the work plan narrative. The project's AMEL (Activity Monitoring, Evaluation, and Learning) plan was also developed and submitted to USAID, providing a clear introduction, Theory of Change, context, description of the logic model, and major interventions. The recruitment process for project staff and technical consultants was compliance with CCRD's Human Resource Management Policy and USAID standards. The terms of reference (TOR) for each position were developed by the HR unit, and the recruitment board was established and included suitable personnel in compliance with CCRD's Human Resource Policy. The announcement of recruitment was delivered through various channels, including CCRD's website and Facebook fanpage, NGO resource center, and leading headhunt companies. The project's implementation status is that CCRD has successfully recruited key personnel and technical consultants, developed and submitted draft work plans and budgets, and developed and submitted the AMEL plan. These preparatory activities have created a solid foundation for the project's implementation in the coming quarter.
