Abstract
DFD-I-00-04-00175-00. The program aimed to support the development of a strong and effective justice system in Timor-Leste. The program's objectives included strengthening the capacity of the Office of the Provedor, the Office of the Prosecutor General, the Court of Appeal, and the Office of the Public Defender. The Office of the Provedor conducted a Governance Integrity Skills Training (GIST) project, which included a public administration, time and self-management, communication and coordination, and file management, and writing documents. The project also involved the development of training materials for future workshops on institutional foundations and good governance. The GIST project manager, Gerard Mosquera, conducted evaluations of participants, facilitators, and the exercise in general, and presented the findings to the Provedor. The Office of the Provedor also conducted an Education Outreach Project, which aimed to promote good governance and stimulate discussion on corrupt practices through media content. The project involved the production of seven video dramas, which were performed by local actors and filmed by an international documentary filmmaker. The videos were coordinated by MSD staff Afonso Aleixo and directed by MSD staff Afrem Soares. The Office of the Prosecutor General/Inspector Prosecutor and Secretary to the Superior Council of the Prosecution conducted inspections of prosecution services and staff in the district offices of Oecussi and Baucau. The national prosecutors were still inexperienced, and those in the district offices had little exposure to international technical expertise. The Inspector Prosecutor, Arlindo Figueiredo, worked closely with the prosecutors in these two districts and in Suai to develop their legislative knowledge and technical capacity. The Court of Appeal/Judge Inspector and Secretary of the Superior Council of the Magistrate conducted inspections in the district of Oecussi and in the Dili District Court. The national judges were still inexperienced, and those in the District Courts had little support and access to resources. The Judge Inspector, Margarida Veloso, provided support to the national judge and support staff and identified areas of weakness and recommendations for improvement. The Office of the Public Defender/Records Management and Administration Specialist conducted a records management and administration specialist project. The administrative specialist, Ina Petutschnig, participated in the Ministry of Justice's Strategic Planning Workshop and assisted the Chief Public Defender in developing a vision for the office in the next 5-10 years. She also provided technical budget support and administrative support staff in planning and preparing the 2010 operating budget for the Office of the Public Defender. The Ministry of Justice/Financial Management Training and Support (FMTS) program provided financial management training and support to finance officers from the Land and Property and the Registry & Notary Office. The program also implemented a petty cash training program for district justice sector staff in Baucau, Suai, and Oecussi. The Assistant Trainer, Rafail de Hale Lima, provided one-on-one support to FMTS participants in Dili and built on the training program by revisiting district offices to provide additional technical and material support.
