Abstract
The program supports institutions that play a key role in the continuous improvement of the criminal justice system at the state-level, including State Attorneys General Offices and State Courts. ConJusticia fosters collaboration between institutions and local actors across the criminal justice system, academia, civil society, and the private sector, as well as the general public. The program focuses on three objectives: strengthening individual justice institutions, improving coordination and collaboration between institutions and local actors, and building sustainable partnerships with diverse actors that contribute to citizen co-responsibility. The report covers the period from October 1 to December 30, 2022. Target states include Chihuahua, Coahuila, Hidalgo, Nayarit, San Luis Potosí, Sonora, and Zacatecas, with Guanajuato and Querétaro as allied states. The ConJusticia Activity aims to achieve these objectives through various interventions, including training programs for State Attorneys General Offices and State Courts, as well as infrastructure development, infrastructure development, and market linkage facilitation. The program has made significant progress in the first quarter of FY23. In Chihuahua, the State Attorney General's Office has strengthened its capacity to investigate and prosecute high-priority cases. In Coahuila, the State Court has improved its efficiency in processing cases, reducing the backlog of pending cases by 15%. In Hidalgo, the State Attorney General's Office has increased its collaboration with civil society organizations, resulting in a 20% increase in citizen complaints addressed. In Nayarit, the State Attorney General's Office has implemented a new system for tracking and monitoring cases, reducing the average time to resolve cases by 30%. In Sonora, the State Court has improved its coordination with local actors, resulting in a 25% increase in cases resolved through alternative dispute resolution mechanisms. In San Luis Potosí, the State Attorney General's Office has strengthened its capacity to investigate and prosecute high-priority cases, resulting in a 20% increase in convictions. The program has also made progress in achieving its objectives. In the first quarter of FY23, 75% of the target number of cases were resolved, and 85% of the target number of cases were investigated. The program has also made significant progress in building sustainable partnerships with diverse actors, including civil society, academia, and the private sector. The ConJusticia Activity has also made progress in promoting gender equality and social inclusion. In the first quarter of FY23, 60% of the participants in the program's training programs were women, and 70% of the cases investigated and prosecuted were related to gender-based violence. The program has also implemented measures to promote social inclusion, including the establishment of a committee to address the needs of vulnerable populations. The ConJusticia Activity has also made progress in adapting to changing circumstances. In the first quarter of FY23, the program has implemented measures to address the impact of the COVID-19 pandemic on the criminal justice system, including the establishment of a task force to coordinate the response to the pandemic. The program has also made progress in promoting transparency and accountability.
