Abstract
The project began on March 17, 2011, after President Karzai's Private Security (PSC) Decree was lifted. RAMP UP North is divided into three distinct components, each tied to a specific goal. The first component, Capacity Building of GIRoA officials at the municipal level, aims to enhance the capacity of municipal officials, managers, and technicians to perform their core municipal management responsibilities. This is achieved through on-the-job mentorship, training, and advising. The second component, Support to the GIRoA to provide responsive, effective, and visible municipal service delivery programs, focuses on delivering municipal service delivery projects that provide citizens with marked improvements in daily life. These projects also build capacity with a clear learning-by-doing approach, solidifying the GIRoA's capacity to sustainably deliver services to citizens in the long term. The third component, Support to the GIRoA to improve economic development and revenue generation at the municipal level, directly supports the growth of local economic development and strengthening of revenue generation. This enables municipalities to sustain and expand their services. RAMP UP North's primary Assistance Objective is improved performance and accountability of governance. It aims to increase the capacity of GIRoA municipal officials, markedly improve the delivery of municipal services to citizens, and increase municipal capacity to enable, support, and sustain economic growth. The project's performance management plan lays out a conceptual and operational framework to measure progress toward and success in achieving its purpose. The plan includes a set of indicators that will be used to track progress and evaluate the project's impact. These indicators include the percentage increase in citizen satisfaction with municipal government, the number of municipalities with functioning performance budgeting systems, and the number of local mechanisms supported with USG assistance for citizens to engage their subnational government. RAMP UP North's development proposition is that, as a result of achieving its goals, the project will contribute to improved governance, increased citizen satisfaction, and economic growth in the target municipalities. The project's success will depend on the effective implementation of its activities and the ability to build sustainable capacity within the GIRoA. The project's implementation will be monitored and evaluated through a set of performance indicators, which will be tracked and reported on a regular basis. The indicators will provide a clear picture of the project's progress and impact, and will be used to make adjustments to the project's implementation as needed. RAMP UP North's activities will be implemented in close collaboration with the GIRoA, local government officials, and other stakeholders. The project's success will depend on the ability to build strong relationships and partnerships with these stakeholders, and to work together to achieve the project's goals. The project's geographic focus is on the nine provinces of Regional Command North, which include Balkh, Faryab, Jowzjan, Kunduz, Baghlan, Samangan, Sar-e Pol, Faryab, and Badakhshan. The project's timeframes are from March 2011 to September 2012, with a focus on achieving its goals and objectives within this timeframe. Overall, RAMP UP North is a critical project that aims to improve governance, increase citizen satisfaction, and promote economic growth in the target municipalities.
