Abstract
The project's mission took place from May 14 to 17, 2012, in Mbour, Joal, and Pointe Saréne. The team consisted of Khady Sané Diouf, Vaque Ndiaye, Viviane Koutob, Amadou Ngaido, and Najih Lazar. During the mission, the team visited the Service départemental des pêches de Mbour, where they met with the head of the service, M. El Hadji Ndao. The team discussed the pêche INN (Pêche Illicite Non déclarée et Non réglementée), methodologies for collecting data on fish landings, and statistics on organizations operating in the fishing sector in the Mbour area. The team also visited the poste de contrôle de Joal, where they met with M. Ousseynou Ngom, the head of the service. The team discussed the pêche INN, the use of non-biodegradable fishing nets, and the need for joint surveillance of fishing activities. The team also visited the quai de pêche de Mbour, where they observed the various actors involved in the fishing industry, including pêcheurs, porteurs, charretiers, micro-mareyeuses, mareyeurs, vendeurs, pompistes, and gérants de stations service. The team's visit to the Service régional des pêches et de surveillance in Thiès was led by M. Lo, the inspector regional des pêches. M. Lo presented his service, which is responsible for implementing the government's policy on fishing and surveillance. The team discussed the importance of the zone under M. Lo's jurisdiction, which includes the AMP (Aires Marines Protégées) of Joal. The team also learned about the pêche sous-marine, which targets benthic species such as cymbium and poulpe, and is prohibited in the area. The team participated in a focus group at Pointe Saréne, where they met with plongeurs and pêcheurs au filet dormant. The focus group was organized by M. Mbodj, one of the relais of the CLPA (Conseil Local de pêche artisanale) of Sindia. The team collected data on the challenges faced by the fishing community, including the rarity of certain species, destructive fishing practices, and solutions to address these issues. The team also participated in a réunion de coordination mensuelle at Ngaparou, where they met with the relais of the CLPA of Mbour, Joal, and Sindia, the chefs de poste of Joal and Ngaparou, and the inspecteur des pêches of Mbour. The team discussed the implementation of the project's activities, including the training of farmers, the development of infrastructure, and the facilitation of market linkages.
