Abstract
The strategy focuses on the implementation of a participatory management plan for the ethmalose fishery in the Sine Saloum region. The context for the plan's development is characterized by several challenges, including degradation of ecosystems, lack of control over artisanal fishing capacity, non-compliance with access conditions to the resource, and poor fishing practices. Additionally, there are conflicts between actors practicing different types of fishing, difficulties in commercializing transformed products, insufficient conservation infrastructure, and inefficient local governance bodies. The plan's objective is to improve the contribution of the ethmalose fishery to food security. To achieve this, the plan has been validated by the CLPA (Communauté Locale de Pêche Artisanale), and a strategy for its implementation has been developed. The implementation strategy consists of three levels of intervention: the elaboration and implementation of annual action plans based on the triennial action plan of the PGP; the monitoring of the plan's implementation by the restricted unit, zonal unit, and scientific follow-up framework; and the reinforcement of the capacities of actors and institutions involved in the plan's implementation. Annual action plans will be developed to implement the PGP, with the objective of identifying actions to be taken each year with a budget. Participants in these planning workshops will include members of the implementation units, the representative of the DPM (Direction de la Pêche Maritime), and other partners in the sites. The plan's implementation will be supported by a triennial action plan, which serves as a reference document. The restricted unit, zonal unit, and scientific follow-up framework will be responsible for monitoring the plan's implementation, ensuring that actions are taken to address the challenges facing the ethmalose fishery. The plan's success will depend on the effective implementation of these actions and the reinforcement of the capacities of actors and institutions involved in the plan's implementation.
