Project to strengthen and expand the carrying capacity and improve the operational efficiency of the Tanzania-Zambia Railway Authority (TAZARA) by providing better locomotives, upgrading maintenance facilities, and providing related training and TA.

Abstract
The project will be implemented by TAZARA. Eight 3,200 hp diesel electric locomotives will be provided to TAZARA during the second year of the project, with provisions made for the purchase of an additional nine in the third year if needed to satisfy projected increases in traffic. The project will also fund spare parts for both the new locomotives and for use in overhauling/repairing TAZARA"s existing fleet of GE/Krupp locomotives. The locomotive workshop located at Mbeya will be expanded in order to accommodate servicing of all current and future diesel electric locomotives. Necessary repair equipment (e.g., brake system testing equipment, a valve seat grinding set, and bearing installation tools) will be provided for the Mbeya workshop and basic tools will be supplied to two other workshops. A comprehensive program of short- and long-term training will support these purchases. About 600 maintenance staff, engineers and other personnel at Mbeya will receive on-the-job training; 180 managers will receive refresher courses; 20 finance department staff will receive short-term training. In addition, work-study tours will be provided for 150 lower grade mechanical engineering staff, 6 persons will earn U.S. Master"s degrees in relevant fields such as accounting and mechanical engineering, and 5 staff members will be trained as management trainers. Short- and long-term TA will be provided at TAZARA"s central office in, inter alia: cost accounting; production, quality, and inventory controls for workshops; rail system operating procedures; traffic forecasting and demand; tariff policy determination; automated financial management systems; and staff development. The Nordic donor group will also provide TA in conjunction with the project. By 1991, TAZARA"s annual carrying capacity is expected to rise to 1.9 million MT, average daily locomotive availability should increase from 46% to 65%, and average wagon turnaround time should decrease from 35 to 20 days.
