Abstract
The project aimed to assess the feasibility of scaling up the Wajibika initiative, which focuses on improving health services and increasing access to healthcare for vulnerable populations. The project is funded by the United States Agency for International Development (USAID) and is implemented by Abt Associates Inc. The Wajibika Scale-up Plan is a key component of the project, which outlines the strategies and interventions necessary to expand the initiative to new areas. The plan emphasizes the importance of building partnerships with local government authorities, health facilities, and community-based organizations to ensure the sustainability and effectiveness of the project. The plan also highlights the need for capacity building and training for healthcare workers and community health volunteers to improve their skills and knowledge in providing quality healthcare services. During the introductory visits, the Wajibika team met with various officials from the Regional Secretariats, District Councils, and Local Government Authorities to discuss the project's objectives, scope, and potential challenges. The team also conducted interviews with key stakeholders, including Council Health Management Teams, Procurement Management Units, and National Health Insurance Fund officials. The findings from these interviews are summarized in the report, highlighting the strengths and weaknesses of the current healthcare system in the three regions. The report concludes that the Wajibika initiative has the potential to make a significant impact on improving healthcare services in Dodoma, Morogoro, and Pwani Region. However, the project will require careful planning, coordination, and implementation to ensure its success. The report recommends that the project team work closely with local government authorities and other stakeholders to build capacity, improve healthcare infrastructure, and increase access to healthcare services for vulnerable populations.
