Abstract
The project aimed to provide assistance to people with disabilities, with a focus on improving their quality of life and promoting their social integration. The project was led by the Department of Labor, Invalids and Social Affairs, with the support of various departments, unions, and associations. The project's implementation was monitored and evaluated through a series of activities, including the review and statistical information on people with disabilities. The review process involved collecting data on people with disabilities, including their age, gender, type of disability, and level of disability. The data was used to identify the needs of people with disabilities and to inform the development of policies and programs to support them. The project also included field trips to families with people with disabilities, where officials from the Department of Labor, Invalids and Social Affairs observed and exchanged information with families to verify the accuracy of the data collected. The field trips helped to identify the challenges faced by people with disabilities and their families, and to develop solutions to address these challenges. The project's implementation was assessed as having both advantages and difficulties. The advantages included the strong interest and direction of local leaders, the coordination of departments and unions, and the active participation of staff in the review and statistical information process. The project also achieved its targets, with many localities establishing district and commune People's Associations of Disability, which provided benefits to people with disabilities. However, the project also faced difficulties, including the small number of staff at the Department of Labor, Invalids and Social Affairs, which made it difficult to ensure the required reporting time and content. Some localities also lacked coordination in the organization of implementation, which affected the synthesis of the project report. Additionally, mountainous and remote localities faced difficulties in traveling and collecting data, which put pressure on officials from the Department of Labor, Invalids and Social Affairs. Based on the assessment of the project's implementation, the Department of Labor, Invalids and Social Affairs proposed solutions for the work of supporting people with disabilities in the period 2021-2030. The proposed solutions included strengthening the direction of self-inspection, supervision, and evaluation of implementation, as well as improving communication and advocacy on disability-related policies. The department also proposed investing in public works, such as community health centers, schools, and transportation systems, to ensure that people with disabilities have access to these services. Additionally, the department suggested supporting local programs and projects of non-governmental organizations to implement social assistance activities for people with disabilities, such as education and health programs.
