Abstract
The initiative aimed to decentralize power and increase participation of local authorities in decision-making processes. The program focused on training and capacitating local authorities, including mayors, KASEK (Kay Asosye Sekirite Kominal), and ASEK (Asosye Sekirite Kominal), to effectively manage and resolve conflicts and disputes at the local level. The program organized orientation sessions for local authorities, using a training module on Leadership for Local Authorities (LEL) developed by UN-Habitat and ENDA TM. The evaluation of the training sessions showed significant development in various terms, including the ability to hold meetings and assemblies, and to resolve conflicts and disputes without violence. The KASEK, ASEK, and mayors appreciated the training and requested further development. The program aimed to increase the capacity of local authorities to manage and resolve conflicts and disputes at the local level. The training module, titled "How to Resolve Conflicts and Disputes without Violence," was developed to enhance the capacity of local authorities to function effectively and efficiently. The module consisted of seven lessons, including: 1. Defining conflicts and disputes 2. Understanding the role of KASEK in resolving conflicts and disputes at the local level 3. Analyzing and understanding underlying conflicts and disputes 4. Developing skills to analyze and understand conflicts and disputes 5. Resolving conflicts and disputes through negotiation 6. Resolving conflicts and disputes through mediation 7. Understanding the role of local authorities in mediation The training module aimed to increase the capacity of local authorities to manage and resolve conflicts and disputes at the local level. The program used a participatory approach, encouraging active participation and respect for opinions of all participants. The facilitator was not a lecturer, but rather a facilitator who guided participants through the learning process. The training module consisted of various activities, including: * Brainstorming * Group work * Case studies * Role-playing * Simulation exercises The program aimed to increase the capacity of local authorities to manage and resolve conflicts and disputes at the local level.
