Abstract
The plan is the third medium-term plan for health covering the public and private health sectors, including all sector-related activities that promote health in Kenya. The development of KHSSP III involved a thorough and all-inclusive consultative process, with six thematic working groups established to develop the plan. Working group members represented the government, the private sector, nongovernmental organizations, and development partners. The Ministry of Health selected the OneHealth Tool to cost the KHSSP III and requested technical assistance in applying the tool from the USAID- and PEPFAR-supported Health Policy Project. The OneHealth Tool is a model for medium- to long-term strategic planning in the health sector, considering the demands of the health sector from both system-wide and program-specific perspectives. The tool groups health services or interventions into health programs, with the revised Kenya Essential Package for Health used to map promotive, preventive, curative, palliative, and rehabilitative interventions to health programs. The analysis was performed by teams comprised of MOH and HPP staff, with customized data collection tools designed to synthesize all primary and secondary data. Where formal costed strategic plans were lacking, HPP and MOH Planning and Policy Department staff distributed Excel-based data collection tools to key respondents from other ministry departments to develop intervention unit costs with an ingredients-based approach. The cost of service delivery was disaggregated into the private for-profit sector market and public and private not-for-profit markets. The OneHealth costing process was closely integrated with the writing of the KHSSP III, with a draft of the plan approved for dissemination in 2014 after a review by key stakeholders. The strategic plan will serve to advise county and national governments on operational priorities in health and guide the allocation of resources under the medium-term expenditure framework process. The KHSSP III implementation framework emphasizes the importance of capacity building with the Kenya MOH, with the Health Policy Project providing technical assistance in applying the OneHealth Tool. The plan also highlights the need for a whole sector approach, with the OneHealth Tool used to cost the KHSSP III and provide a comprehensive analysis of the health sector's resource needs. The financial resource requirements for the KHSSP III were estimated using the OneHealth Tool, with a summary of costs provided for health programs and other health investment areas. The discussion section of the report highlights the policy implications of the KHSSP III, with recommendations for county and national governments on operational priorities in health and resource allocation. The conclusion emphasizes the importance of the KHSSP III in guiding the allocation of resources under the medium-term expenditure framework process and advising county and national governments on operational priorities in health.
