Abstract
The country has 514 districts, with 16 Challenge TB districts and 498 non-Challenge TB districts. The selection process aims to identify districts with a large gap in private sector TB reporting. The overall objective is to rank districts based on their private sector reporting and number of private hospitals. Districts with fewer private hospitals and lower private case notification rates are prioritized. The selection process also considers factors such as population size, rural population, and average monthly household expenditure. Districts with high average monthly household expenditure and low GINI coefficient are excluded from the selection process. The selection process involves four stages. Stage 1 screens out districts that are outside USAID CDCS, have lower population, are more rural, and have higher SES. Stage 2 screens out districts with few private hospitals and relatively high private provider case notification. Stage 3 ranks districts based on their private sector reporting and number of private hospitals. Stage 4 selects a balanced set of districts that are priorities for NTP and where field work will be feasible. The selected districts for Phase 2 market research are North Jakarta, Medan, Tulungagung, Tangerang and Kota Tangerang, Surabaya, and Makassar. These districts represent five provinces in Indonesia, including Daerah Istimewa Aceh, Sumatera Utara, Riau, Sulawesi Utara, and Sumatera Barat. The districts have varying characteristics, including population size, rural population, average monthly household expenditure, and number of private hospitals. The selection process also considers back-up district options, which include districts such as Bogor, Deli Serdang, South Jakarta, and Kota Semarang. These districts have similar characteristics to the selected districts and can be used as alternatives if necessary.
