Abstract
The program is funded by the United States Agency for International Development (USAID) and is being implemented by Parsons Global Services, Inc. under the USAID Architectural and Engineering Contract (A&E IQC) No. EDH-I-00-08-00026-00. The project's primary objective is to improve the condition and accessibility of rural feeder roads, which are critical for the transportation of goods and services to rural communities. The program focuses on the rehabilitation and maintenance of existing roads, as well as the construction of new roads in areas where they are needed most. During the first quarter of 2012, Parsons Global Services, Inc. conducted a road inventory and condition assessment (RICA) exercise in all 12 districts of Rwanda. The exercise involved the collection of data on the condition and status of rural feeder roads, including the identification of roads that require rehabilitation or maintenance. The data collected during the RICA exercise is presented in Table 1, which shows the number of roads inventoried in each district. The program also conducted community consultative meetings in all 12 districts, which were attended by local officials, community leaders, and other stakeholders. The meetings provided an opportunity for the program to engage with local communities and gather feedback on the project's progress and plans. The attendance at these meetings is presented in Table 2. In addition to the RICA exercise and community consultative meetings, Parsons Global Services, Inc. also conducted a schedule of FARA team visits to the districts, which is presented in Table 3. The FARA team visits were conducted to provide technical assistance and support to local authorities in the implementation of the program. The program's technical designs for the rehabilitation and maintenance of rural feeder roads are being prepared by Parsons Global Services, Inc. in collaboration with local authorities and other stakeholders. The designs are being developed in accordance with the program's scope of work and the requirements of the USAID Architectural and Engineering Contract (A&E IQC) No. EDH-I-00-08-00026-00. The program's budget and financial comments for the first quarter of 2012 are presented in Section 5 of the report. The budget includes the costs of personnel, equipment, and other expenses associated with the implementation of the program. The program's projected work schedule for the next quarter is presented in Section 4 of the report. The schedule includes the tasks and activities that are planned for the next quarter, including the completion of the technical designs for the rehabilitation and maintenance of rural feeder roads. The program's performance monitoring report for the first quarter of 2012 is presented in Section 6 of the report. The report includes the program's progress and achievements during the first quarter, as well as the challenges and lessons learned. Overall, the Rural Feeder Roads Improvement Program is making good progress in its efforts to improve the condition and accessibility of rural feeder roads in Rwanda. The program's technical designs for the rehabilitation and maintenance of rural feeder roads are being prepared, and the program's budget and financial comments for the first quarter of 2012 are presented in the report.
