Summarizes interim evaluation (XD-ABC-832-A) of a project to strengthen the capacity of the Southern African Development Coordination Conference"s (SADCC) Regional Training Council to support human resource development activities.

Abstract
The evaluation covered the period FY84-9/89. Of 41 RTC activities initiated or supported, only 11 have reached the implementation stage. This slow progress is related to several factors, including RTC"s cumbersome decision structure, a history of ineffective networking with other SADCC sectors, and a loss of momentum due to the death of the RTC Chairman. RTC"s current level of activity is high, however, and a realistic workplan to accomplish most of the project"s activities has been developed. Noteworthy achievements to date include the introduction of new management systems and procedures and of new initiatives in program monitoring and sector coordination. Additionally, RTC activities are expected to accelerate during the rest of the project. The major remaining problem is that all senior roles of RTC leadership, direction, management, and technical contribution are filled by donor-funded advisors. The Government of Swaziland has provided the RTC with only two junior planning officers, suggesting that there is little chance for sustaining the project"s accomplishments. The lead action decision is to extend the grant 16 months to 9/91.
