PACR of a project (1986-3/88), implemented by Save the Children Federation (SCF), to conduct an integrated emergency wateryard rehabilitation and reforestation program in drought-stricken Umm Ruwaba District in Northern Kordofan, Sudan.

Abstract
Because of problems encountered early on, the number of wateryards to be rehabilitated was reduced to eight and the PACD extended to 3/88. SCF accomplished all the revised outputs, rehabilitating eight wateryards, establishing eight village water committees and eight village nurseries, training National Water Commission and village personel in wateryard equipment maintenance and repair, and training villagers in nursery operation and reforestation techniques. A 1/88 local currency grant enabled SCF to add three wateryards and two nurseries to the above-noted outputs. The original outputs were unrealistic; SCF assumed that each wateryard would only require a few spare parts, when in fact all the existing equipment had to be replaced. Field investigations should have been carried out prior to the grant. Also, some implementation delays could have been shortened if the Government of Sudan and USAID/S had monitored the project more closely.
