Abstract
The Activity will strengthen the capacity of Colombia's public institutions at the national and local levels to transparently and accountably plan, finance, and deliver key public services. This will empower citizens to ensure government accountability, ultimately enhancing democracy, citizen trust, peace, and prosperity. The Activity has five program objectives: (1) strengthening the Government of Colombia's national-level institutions, policies, systems, and mechanisms to increase service delivery in targeted localities; (2) improving the public administration and financial management capacity of targeted conflict-affected municipalities; (3) increasing civil society, media, academia, and private sector engagement for effective and responsive local development; (4) enhancing the capacity of control institutions to oversee public resources in the health, education, and infrastructure sectors; and (5) developing a rapid response capacity to adapt to changing circumstances and needs. The Responsive Governance Activity will operate in several municipalities, including Bogota, Monteria, Florencia, Villavicencio, and Tumaco. The Activity will have a main office in Bogota, as well as field offices in each of the other municipalities. The main office will be located at an address to be determined, and the field offices will also be located at addresses to be determined. The Activity will have a total of 50 long-term technical assistance staff, 40 cooperating country nationals, and 1 expatriate and third-country national. The Activity will have a security plan in place to ensure the safety and security of its staff. The security plan will provide staff with the Activity's security procedures and requirements. The plan will be updated regularly throughout implementation and will be disseminated to all staff after review and approval by the Chief of Party and the Global Security Manager. The security plan will cover various aspects, including armed violence, crime, travel, civil unrest, and natural disasters. The Activity will also have a COVID-19 specific plan in place to mitigate the risks associated with the pandemic. The plan will include measures such as social distancing, mask-wearing, and regular cleaning and disinfection of facilities. The Activity will also provide staff with training on COVID-19 protocols and procedures. The security plan will be enforced by the Chief of Party, and every member of the Activity will have a responsibility to promote security and follow all procedures contained in the plan. Failure to comply with security protocols can result in the dismissal of the staff member from the Activity. The security plan is a "DAI confidential" document and is not to be disseminated to any other party without the written permission of the Chief of Party. The Activity will also have a system in place for managing emergencies and incidents. The Incident Management Plan will provide guidance on how to manage an incident, including communication plans, information collection tools, and action checklists. The plan will also include an introduction to various threats that DAI projects and staff might face, as well as guidelines on mitigating these threats. The Activity will also have a staff safety and security handbook that provides personal safety and security best practices. The handbook will cover topics such as travel security management, emergency responses to man-made and natural risks, health risks, and resources. The handbook will be mandatory for all staff members to complete upon hire at DAI and on an annual basis. The Activity will also have a global security training program that provides online safety and security awareness training for all DAI staff members. The training will cover topics such as travel security management, emergency responses to man-made and natural risks, health risks, and resources. The security plan will include a system for reporting and tracking security incidents, as well as a system for conducting regular security risk assessments.
