Country Assistance Agreement Amendment No. One

The amendment, known as Amendment No. One, modified the original agreement to reflect changes in the objectives and scope of the assistance provided by the United States Agency for International Development (USAID). The amended agreement supports the following Assistance Objectives: Expanded Economic and Social Alternatives to Illicit Crop Production, Successful Socio-Economic Stabilization of Internally Displaced Persons and Support to Other Vulnerable Groups, Reduced Dependency on the Illicit Drug Economy through Improved Livelihoods, Reduced Vulnerability of Populations Affected by Internal Violence, and Strengthened Democratic Governance and Respect for Human Rights. The agreement also includes a new Special Assistance Objective: Climate Change and Biodiversity Threats Reduced. Additionally, the amendment added a new Functional Objective: Program Development and Program Administration Costs, which includes areas such as Program Design and Learning, Administration and Oversight. The Parties agreed to work together on the following Assistance and Special Assistance Objectives, linked to the following Functional Objectives and Program Areas: Expanded Economic and Social Alternatives to Illicit Crop Production, Successful Socio-Economic Stabilization of Internally Displaced Persons and Support to Other Vulnerable Groups, Reduced Dependency on the Illicit Drug Economy through Improved Livelihoods, and Strengthened Democratic Governance and Respect for Human Rights. The amendment also modified the language in ARTICLE 2, Section 2.3, to reflect the new objectives and scope of the assistance. Furthermore, the agreement was updated to include new resources from the FY 2009 budget, which are obligated through this amendment, and the total FY 2009 funds obligated in the agreement to date. The Parties agreed that the agreement shall be amended as follows: the text of ARTICLE 2, Section 2.1, Assistance Objectives, is replaced in its entirety and substituted with the new objectives; the language in ARTICLE 2, Section 2.2, Functional Objectives, is modified to add a new Functional Objective; the language in ARTICLE 2, Section 2.3, is replaced to reflect the new objectives and scope of the assistance; and the Annex I, Amplified Description of the Program, is replaced to include new resources and objectives. The agreement was signed on September 30, 2009, and the Parties agreed to work together to achieve the objectives and scope of the assistance.
